Purpose and description of the Job:
The Laboratory Administrator will a be a full-time temporary employee of NTRL supporting grant activities funded through TIFA to ensure that the grant is implemented following proper management and administrative principles. Reporting to the laboratory manager, the Administrator will be expected to ensure that all administrative and procurement roles are executed in accordance with the NTRL and USAID guidelines in place. The Laboratory Administrator's salary and other benefits will be paid through a fiduciary agent hired by JSI in Uganda to provide fiscal management of the NTRL in-kind grant.
Main Duties and Responsibilities
• To prepare and/or monitor budgets for the laboratory related to the SOS stool processing grant
• Analyze expenditures and accountabilities and contribute to the recommendations on appropriation of funds and optimal utilization of resources.
• To plan procurement action, review and analyze requirements, identify potential sources of supply, conduct due diligence review of suppliers' capability and qualification, solicit and evaluate bids, proposals, and quotations
• To prepare purchases in line with delegated authority or recommend approval of awards in accordance with the procurement procedures, participate in negotiations, and prepare a variety of reports, correspondences, and documents on procurement-related matters. • Liaise with the fiduciary agent and confirm payments are done timely.
• Prepare meeting minutes/ notes and internal support materials.
• Ensure timely logistical arrangements for laboratory visitors and consultants on duty travel, and participants of laboratory-supported training workshops and seminars. Deal with general laboratory queries from technical and administrative staff.
• Adhere to NTRL's Human Resources (HR) Standard Operating Procedure (SOP) and code of ethics and conduct.
• Any other duties within the Administrator's capabilities as assigned.
Competencies
Education
• Bachelor's Degree in Business Administration, Humanities, or Arts from a recognized University/Institution.
Knowledge and Experience
• Prior experience in administration/program management would be an added advantage At least one year of working experience.
