Job Title: Livelihood Restoration Head – EACOP Uganda
Reports to: EACOP Uganda Land and Social Manager Staff Managed
(Supervised): 2 (directly) and approx. 6 (indirectly)
Based in: Kampala Office (with travel to the EACOP Project affected districts as required)

Mission/Service Dimensions
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, crossborder pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.
EACOP will ensure that the livelihoods of all PAPs are restored to, or improved beyond, pre-project levels. Livelihood restoration measures will consider the overall livelihood activities of each PAP and the severity of impacts to the livelihoods of people induced by the Project land acquisition. The overall aim of the EACOP Livelihood Restoration Programme (LR Programme) is to ensure that in compliance with IFC Performance Standard 5 (Land Acquisition and Involuntary Resettlement) the production, income- earning capacity, standards of living, and overall means of livelihood for displaced households will be improved, or at least, restored to pre-Project levels. EACOP Uganda is developing its Livelihood Restoration Team (LR Team) in preparation for LR Programme delivery. This team will work within the EACOP Land and Social Team, and will be responsible for the delivery of the LR Programme. The objectives of the team are to ensure that:
• The LR Programme meets technical and schedule expectations and supports the overall delivery of the EACOP Project
• Appropriate livelihood restoration packages (LR Packages) of activities are developed for restoration of paps’ livelihoods in the Project-affected areas
• LR Programme delivery contractors are procured and effectively managed to deliver the LR Packages
• Effective monitoring and evaluation (M&E) of the LR Programme, and timelyreporting to stakeholders
• The LR Programme meets HSE expectations

Activities
Scope

The role will lead, manage, and be responsible for the delivery and monitoring of the LR Programme. The role will be the focal point for the integration and coordination of the LR Programme with other EACOP internal team.
Tasks
The Livelihood Restoration Head is responsible for the following tasks:
• Lead the LR Strategy, including overseeing the development of the LR governance and programme activities and holding overall responsibility for the timely and quality delivery, being accountable to management
• Line management of LR Team including all related administrative matters (e.g. field deployment, recruitment employment and training of team members,…)
• Forward planning of LR programme delivery including development of scopes of work for activities and studies, as needed
• Overall management of Livelihood Restoration Contractors (LRCs) and Local Implementing Partners (LIPs) delivering the livelihood restoration activities, including
• Ensuring PAPs understanding and ownership of the programme
• Supporting organisations’ selection, induction, and kick-off process
• Providing technical advice on the LR Package designs
• Receiving and reviewing Livelihood Restoration Delivery Plans (LRDPs) before LR Package delivery commencement
• o Monitoring LR Programme delivery timing and qualityo Performance management of the LRCs and LIPs, including resolving issues and initiating appropriate corrective action, when needed
• Receiving and reviewing LRC monthly reports
• Providing technical advice on LR Package delivery improvements where appropriate
• Act as the senior point of contact with government authorities for LR Programme matters
• Leading monthly LR Programme coordination meetings
• Overall management of the LR Programme M&E system, including
• Supporting the setting up of data collection and database systems
• Responsibility for maintaining an up-to-date database throughout the LR Programme
• Managing the induction of LRCs on the M&E system
• Monitoring LRCs’ correct usage of the M&E system
• Receiving and reviewing quarterly M&E reports, and ensuring feedback loops to ensure continuous improvement
• Submitting quarterly reports to the Land and Social Manager
• Participating in six-monthly field verification visits as appropriate
• Work with HSE department to ensure all HSE risks associated with the LR Programme are met
• Work with other Land and Social department heads to ensure overall alignment of the LR programme with the wider Land and Social planning and activities
• Ensure robust and timely reporting of all LR activities
• Contribute to the promotion of EACOP LR programme in the public sphere

Context And Environment
• S/he will report to the EACOP Uganda Land and Social Manager and is required to demonstrate exemplary behaviour with regard to compliance and HSE rules and requirements. S/he will be based in the EACOP Kampala Office, with travel to the
• EACOP Project-affected districts as required.

Accountabilities
• Ensure delivery of LR Programme activities on schedule, in a quality and timely manner.
• Ensure the ownership of the activities by the PAPs
• Being responsible for the LR Programme to EACOP leadership.
• Ensure LR Programme delivery is coordinated with pipeline construction and land acquisition schedule.
• Ensure effective management of the LR team.
• Ensure effective communication and coordination between the LR Team and all other EACOP teams.
• Ensure all activities are undertaken in compliance with EACOP Uganda standards, HSE rules, and regulations.

Qualifications and required experience professional experience:
• 15 years’ management and coordination experience of livelihoods restoration plan delivery for investor financed projects compliant with IFC Performance Standards, and/or major development agency financed livelihoods development programmes in Uganda at a senior level.
• Experience in technical design and delivery of livelihoods programming, oversight of contractors and M&E processes, and reporting.
• Experience of senior leadership positions in large scale development agency funded agriculture/rural development programmes in Uganda is a distinct advantage.

Qualifications:
• Bachelor degree in social, Environment, Agriculture or any relevant subjects

Technical Competencies:
• Technical knowledge and experience of relevant livelihood sectors (e.g. crop agriculture, livestock rearing, enterprise development)
• Excellent competency in the use of MS Word and Excel, data management, and preparation of quantitative and qualitative documents and reports relating to livelihoods development programming.
• Behavioural Competencies:
• Excellent communication skills
• Proven ability to mentor, coach and manage teams required
• Detail oriented person, highly organised, systematic working, close attention to detail, strong team worker
• Ability to meet deadlines
• Persons along the pipeline corridor are strongly encouraged to apply .
• Fluent in English (speaking, writing) and knowledge of either Luganda, Runyoro or Runyankole recommended.
