Missions / Job Dimensions
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.
EACOP will ensure that the livelihoods of all PAPs are restored to, or improved beyond, pre-project levels. Livelihood restoration measures will consider the overall livelihood activities of each PAP and the severity of impacts to the livelihoods of people induced by the Project land acquisition. The overall aim of the EACOP Livelihood Restoration Programme (LR Programme) is to ensure that in compliance with IFC Performance Standard 5 (Land Acquisition and Involuntary Resettlement) the production, income-earning capacity, standards of living, and overall means of livelihood for displaced households will be improved, or at least, restored to pre-Project levels. EACOP Uganda is developing its Livelihood Restoration Team (LR Team) in preparation for LR Programme delivery. This team will work within the EACOP Land and Social Team, and will be responsible for the delivery of the LR Programme. The objectives of the team are to ensure that
• the LR Programme meets technical and schedule expectations and supports the overall delivery of the EACOP Project
• appropriate livelihood restoration packages (LR Packages) of activities are developed for restoration of PAPs’ livelihoods in the Project-affected areas
• LR Programme delivery contractors are procured and effectively managed to deliver the LR Packages
• effective monitoring and evaluation (M&E) of the LR Programme, and timely reporting to stakeholders
• the LR Programme meets HSE expectations

Activities
Scope
The role will lead the M&E of the LR Programme. In particular, the role will manage and maintain the LR M&E database, ensuring timely collection and uploading of data, and timely data analysis for quarterly reporting on the progress of the LR Programme. The role will supervise six-monthly field monitoring visits for verification of LR programme progress and LR programme implementing organisations’ Key Performance Indicators (KPIs).

Tasks
The Livelihood Restoration M&E Coordinator is responsible for the following tasks:
Establishing the LR M&E system
• Inputting to design of LR M&E system and LR Programme indicators
• Ensuring comprehensive socio-economic baseline data collection on LR Programme indicators on all PAPs prior to Project land access
• Setting up the LR M&E database to house all socio-economic data on all PAPs
• Ensuring compilation and upload of baseline data to the LR M&E database to achieve a fully comprehensive dataset
• Ensuring understanding of data collection and upload procedures by all involved, including LR Programme implementing organisation personnel
Management/operation of the LR M&E system
• Ensuring periodic/continuous collection and uploading of socio-economic data on LR Programme
• Providing data collection/uploading support and training to all involved, including LR Programme implementing organisations, when required
• Reviewing monthly progress reports from LR Programme implementing organisations; identifying challenges, recommending corrective actions to be taken, and evaluating strengths, weaknesses, and potential improvements to activity delivery
• Providing quarterly analysis of latest socio-economic data on LR Programme indicators for LR Programme quarterly progress reports; presenting analysis of the extent to which PAPs’ livelihoods are restored in LR quarterly progress reports; identifying challenges, recommending corrective actions to be taken, and evaluating strengths, weaknesses, and potential improvements to activity delivery
• Responding to LR data requests from within EACOP as required
• Supervising field verification visits
• Organising field monitoring visits to a sample of PAPs for verification of LR programme progress
• Supervising EACOP personnel carrying out field visits; participating in field work
• Ensuring timely compilation and submission of field data/reports
• Verifying achievement of KPIs by LR Programme implementing organisations
• Supporting external LR Programme audits
• Providing timely and up-to-date data and information on LR Programme progress to external auditors as required
• Providing support to external audit field verification visits as required
• Work with the HSE department to ensure all H&S risks associated with LR Programme M&E are met

Context and Environment
S/he will report to the EACOP Uganda Livelihoods Restoration Head, and is required to demonstrate exemplary behaviour with regard to compliance and HSE rules and requirements. S/he will be based in the EACOP Kampala Office, with travel to the EACOP Project-affected districts as required.

Accountabilities
• Ensure delivery of LR Programme M&E activities on schedule.
• Ensure LR M&E database is maintained and up to date.
• Ensure timely quarterly reporting on LR Programme indicators and LR Programme progress.
• Ensure timely verification of LR Programme implementing organizations’ KPIs.
• Undertake all activities in compliance with EACOP Uganda standards, HSE rules, and regulations.

Qualifications and Required Experience
Professional experience: professional experience (min 8 years) in managing M&E of major agricultural/rural development projects. Demonstrated experience in digital data collection management, database management, data analysis, regular reporting, and field monitoring visit planning and supervision.
Qualifications: Bachelor degree in sustainable rural livelihoods development, rural development research, data management, or a similar field.
Technical competencies: Technical knowledge and experience of digital data collection and database systems, and operation of data analysis software (e.g. Kobo Toolbox, CSPro, SPSS, or similar); knowledge and experience of GIS software (e.g. ArcGIS) is a major bonus; excellent competency in the use of MS Word and Excel, data management, and preparation of quantitative and qualitative documents and reports relating to livelihoods development programming.
Behavioral competencies: Detail oriented person, highly organized, systematic working, close attention to detail, strong team worker with excellent communication skills, ability to meet deadlines. High computer skills, quantitative and qualitative data management, analytical, and reporting skills.
Fluent in English (speaking, writing) and knowledge of either Luganda, Runyoro or Runyankole recommended.
