JOB DETAILS:
The MEAL Officer shall serve as the focal point for PlayMatters Uganda project data management including data flows, data quality and evidence and learning outputs at both field and country levels. The purpose of the position is to generate programme data and evidence to inform PlayMatters Uganda about whether its strategies are working and help the programme management teams to continuously improve and do things better; to strengthen data, evidence and learning in the context of PlayMatters Sprint and Piloting and content development process. Working together with and reporting directly to Senior MEAL Manager – PlayMatters, you will be responsible for capturing and implementing learning from PlayMatters’ Monitoring, Evaluation, Accountability and Learning activities across the project targeted districts. You will also collaborate with field-based MEAL Managers, college focal point persons, and district focal point persons to Implementing specific MEAL data, evidence and learning activities including data collection, reviews, and reflections, and sharing the same across the consortium. You will also collaborate closely with the research team to support their efforts.

Duties and Responsibilities:
• Contribute to maintenance and management of project data, information, and documentation.
• Collate relevant project data and regularly extract, compile, and maintain up to date data reports and evidence in a central place and in formats accessible to all key stakeholders.
• Support and participate in field-based and country level monitoring and evaluation activities.
• Plan for and support the use of data and evidence to report progress, “tell stories of change” in the project and build a learning culture in the project team across the consortium.
• Contribute to the preparation of timely and high-quality data and evidence to be reported both externally and internally. These include but is not limited to Uganda Refugee Response Management System (URRMS) data, IRC annual statistical data, Play Matters Project Progress reports and other related reports that are mandatory for the project.
• Provide support in preparing for and implementation all scheduled evaluation activities (baseline, midline, endline).
• Analyse data and support analysis, interpretation, and visualization to inform implementation and monitoring and regional updates or reports.
• Participate in creation of weekly, monthly, quarterly, and annual work plans in coordination with programme staff, and consortium PMC leads.
• Support and Coordinate capacity development activities for staff and partners to plan, use and comply with data plans, systems, and products.
• Support regular consultations, knowledge exchange, accountability and feedback with staff, partners, and other relevant stakeholders.

Qualifications
• The applicant must hold a degree in M&E, Social Sciences, Statistics, Business Statistics, Demography, Economics, Public Health, or other relevant field to monitoring and evaluation or project management.
• Substantial work experience in humanitarian and/or development context and with an International NGO. Experience in supporting education projects will be an added advantage.
• Proficiency in Microsoft Excel, Word, PowerBI and other statistical packages will be highly preferred.
• At least three (3) years’ work experience in designing, implementing, and managing MEAL systems, data management or informatics (preferably in education sector)
• Postgraduate qualification in Monitoring and Evaluation, Project Management, Data Management, and IT is an added advantage.
• Self-motivated individual and able to work under minimal supervision.
• Able to represent at different forums and able to present the project’s image, competencies, and objectives in a professional manner.
• Ability to establish priorities, plans and execute personal and project work plans well.
• Excellent organizational skills, including reporting and record keeping.
• Teamwork and excellent interpersonal skills.
