MCD is working alongside John Snow, Incorporated (JSI) to implement the five-year USAID-funded U.S. President's Malaria Initiative Uganda Malaria Reduction Activity (MRA). MRA aims to improve the survival and well-being of Uganda’s most vulnerable pregnant women and children in selected regions. The Activity works with the Government of Uganda to improve technical, managerial, financial, and leadership capacity at all levels of the health system.

We are looking to bring on board five Malaria Technical Officers, one assigned to each of the regions listed above, to support the implementation of MRA activities at district, health facility and community levels. The Malaria Technical Officer will work with the Regional Program Coordinator (RPC) and the district health teams, health facility staff, and community representatives involved in malaria interventions to ensure the high-quality implementation of health facility-based interventions in line with the National guidelines for management of malaria. In addition, the Malaria Technical Officer will be responsible for providing technical support to districts and health facilities in their assigned region. The Malaria Technical Officer will also support the review of malaria indicators and use the targeted approach to mentor health workers about the guidelines for malaria case management, including the VHTs who are implementing Integrated Community Case Management (iCCM). The Malaria Technical Officer will report to the RPC assigned to their region.

Essential Job Functions:
The Malaria Technical Officer will:
• Work with the RPC to coordinate with district local governments to provide malaria technical support and build capacity in malaria case management, malaria prevention, health information systems, supply chain, and governance.
• Support implementation of technical activities through district-led planning and collaboration with other malaria partners in the districts.
• Liaise with the DHT members and the health facility to conduct mentorships and CMEs for health facility staff using MOH approved guidelines.
• Assist in drafting program documents, including strategic plans, strategic documents, concept papers, Terms of References, budgets, and annual, quarterly, and monthly workplans.
• Maintain documentation of meetings, trainings, correspondence, and other materials related to malaria activities in the districts and ensure that each district has a file containing the relevant documents.
• Assist in monitoring project activities, identifying gaps, and proposing solutions targeting the affected health facilities.
• Support the strengthening of the capacity of district and health facility staff to conduct surveillance for malaria and respond to real-time to upsurges and epidemics.
• Ensure that the project adheres to national and internationally accepted technical norms and standards and that best practices and approaches are well-documented and highlighted throughout project implementation.
• Conduct community engagement meetings with appropriate community representatives to build the capacity of HHs to own malaria prevention interventions in collaboration with district health authority staff.
• Strengthen and expand iCCM, which may include development and review of iCCM training materials and conducting trainings of new and existing VHTs in collaboration with other malaria partners in the districts.
• Collaborate with the Malaria Focal Person to support malaria epidemic preparedness, early detection and response in the districts and health facilities.
• Support the Malaria Focal Person to carry out vector control activities, such as distribution of ITNs, and identification and destruction of mosquito breeding sites in line with the approved IVM guidelines.
• Participate in carrying out operational research in selected thematic areas for malaria intervention areas.
• Collaborate with the districts and health facilities to support the quantification of malaria commodities, distribution, and redistribution to minimize stockouts.
• Carry out other tasks as assigned by the RPC.
Knowledge, Qualifications, and Skills:
Required:
• Bachelor’s degree in medicine, laboratory sciences, nursing, epidemiology, or related field. Master’s or doctoral degree in international public health preferred.
• Experience working in a clinical setting, including taking patient history, performing patient examination, making a diagnosis, and prescribing treatment.
• Experience supporting the implementation of a public health intervention at the district level.
• Experience supporting planning, community engagement, and training in the context of a major public health intervention.
• Experience supporting quantification and distribution of health commodities.
• Experiencing compiling and assuring the quality of project reports, research, and monitoring and evaluation data.
• Experience using national databases, like DHIS2, and digital platforms, like M-TRAC, and performing basic malaria data analytics to guide decision making processes at the project, district, and community levels.
• Ability to compile comprehensive and quality activity reports (weekly, monthly, quarterly, and annual).
Preferred:
• Experience supporting the implementation of community-based public health interventions, especially malaria in hard-to-reach regions.
• Knowledge of local language and scope of the above duties as assigned.
• Experience conducting clinical or mortality audits.
• Training in IMM is preferred.
• Ability to work independently with minimal support, as well as in a team environment.
• Experience working with health facilities and communities in the specific region of deployment.
• Experience working closely with district health authorities, health facility staff, and communities.
• Experience conducting training and providing supportive supervision in the context of public health interventions.
• Excellent interpersonal, teamwork, supervisory, communication, and mentorship skills.
• Experience working with a variety of partners including CBOs, DHOs, USAID partners, and other local government agencies.
• Understanding how gender aspects operate in the context of malaria programing.
