JOB PURPOSE
To provide strategic leadership and guidance in the management of all procurement and disposal of assets in the Authority.
KEY DUTIES AND RESPONSIBILITIES
I. Coordinating the preparation of the Procurement and Disposal Plan.
II. Supervising the prequalification and bidding process in a transparent manner.
III. Providing technical guidance to Senior Management, staff and Contracts Committee on procurement and disposal matters.
IV. Providing technical support and guidance in the management of Contracts.
V. Providing technical guidance and secretarial services to Contracts Committee.
VI. Preparing periodic procurement reports in accordance with the PPDA Act.
VII. Providing technical guidance in the development of procurement systems.
VIII. Coordinating the implementation of the decisions of Contracts Committee.
IX. Conducting market assessments and guiding the Accounting Officer on the market rates.
X. Liaising with the Public Procurement and Disposal Authority on procurement and disposal matters.
XI. Supervising and appraising the staff.
Person Specifications
a. Qualifications
i. An Honors Bachelor’s Degree in either Procurement and Logistics Management, Procurement and Supply Chain Management or Business Administration (Procurement) from a recognized University.
ii. A Master’s degree in either Procurement, Logistics, Supply Chain Management or Business Administration.
iii. A full professional qualification with membership in Procurement (CIPS)
b. Experience
At least nine (9) years relevant working experience, three (3) of which should have been at Principal Procurement Officer level from a reputable Organization
