JOB SUMMARY The Gender and Social Inclusion Officer will provide technical direction, oversight, and leadership to create and maximize opportunities to engage in social inclusion and gender equity through direct project activities. The candidate will support and lead the development and maintenance of a Gender Equality and Women’s Empowerment (GEWE) and social inclusion action plan to recognize the structural disparities and social norms that limit vulnerable populations’ participation.
GSI will ensure integration of gender and social inclusion, community-led safeguarding and support institutional development and envisioning of groups. Capacity building of the project team on gender and social inclusion mainstreaming.
Gender and Social Inclusion Officer will manage and support the delivery of gender technical aspects of the intervention at a project level, through both direct delivery and partnerships with external organisations, supported by colleagues who provide child safeguarding, protection and family strengthening interventions and generally support implementation within the Family Strengthening Programme.
KEY TASKS & RESPONSIBILITIES: • Support in conducting gender, and social inclusion analysis across programmes
• Support in the development of an action plan for gender and social inclusion and implementation plan for gender and inclusion development.

REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES: • Bachelors in social sciences, social work, development studies and a postgraduate training in gender and social development will be an added advantage

JOB SUMMARY The Child Protection Programme Officer (CPYPO) will be responsible for the implementation of GREEN+ Project child protection and youth interventions including working closely with Local Government structures and community based organisations to improve the wellbeing of children and youth so as to eliminate their vulnerability to violence and rights abuses. The CPYPO will conduct mapping of existing community structures for child protection and develops a referral system. He / she will facilitate life skills training for children, youth, families and community to increase their knowledge and skills in preventing child rights abuse. He / She will facilitate capacity development of
Key stakeholders and child protection committees.
KEY TASKS & RESPONSIBILITIES:
Programme Implementation • Coordinate and facilitate the training of Community volunteers on vulnerability assessment at family and community levels.

JOB SUMMARY The Alternative Care Coordinator provides leadership and is responsible and accountable for the overall development of children and youths and promoting the child centred approach across the alternative care programme. Coordinates all Alternative Care programme activities and accountable for the overall development and management of SOS families and youth homes. Guides the Alternative Care Programme staff in a strategic way in accordance with the SOS Children’s Villages policies, values, standards and practices and the relevant laws of the country. The Alternative Care Coordinator ensures that the individual and safeguarding needs and rights of children and staff are addressed and respected. The rights and wellbeing of children are at the centre of his/her work.
He/she ensures the implementation of the organization’s Alternative Care and child Safeguarding policies and guidelines, effective planning, evaluation, reporting and financial management.
KEY TASKS & RESPONSIBILITIES:
Strategy and program development • To work with Alternative Care professionals and other co-workers at different levels to design and deliver innovative Alternative Care Models.
• Contributes towards annual and strategic planning in the area of Alternative Child Care work.
• To implement and evaluate different kinds of Alternative Care models.
• To identify capacity gaps within the program location and co-workers pertaining to Alternative Care of children, and facilitate capacity building process accordingly.

Development of the SOS Families and other forms of Care • Leads the overall development of children and youth and ensures their individual needs and rights are identified, respected, protected and addressed.
• Implements Alternative Care programmes in accordance with SOS’s policies, standards, procedures and guidelines and national policies.
• Guides and supports care professionals on a daily basis to ensure effective and efficient delivery of Alternative Care intervention for children and young people.
• Regularly sensitizes staff on the SOS philosophy, principles, history, vision, mission and values.
• Spends quality time with, families of children and young people.
• Provides psychosocial counselling to alternative care staffs, children and young people with PSS issues to enhance their holistic wellbeing and performance levels.
• Provides close supervision of mothers to ensure quality services are provided to the children with regard to feeding, health and that all families’ interactions do no harm to the children.
Responsibility for Children and Youth Development • Reviews all child and youth development plans, at least once a year, to keep up to date with the developmental needs of each individual.
• Monitors and reviews each child’s progress to ensure that their educational needs and abilities are addressed.
• Works in cooperation with pedagogical staff to plan educational programs geared to the individual needs of each child and conducts regular reviews of such programs.
• Visits schools attended by SOS family children and youth (including SOS schools and kindergartens), seeking feedback on their school performance and progress from school managers.
• Creates a stimulating learning environment in conjunction with the Education Programme Officer and Youth Care Co-Workers to promote education and encourage academic excellence of children and youths.
• Supervises and supports the Education Programme Officer and Youth Care Co-Workers to ensure implementation of holiday and individual youth personal programs, to prevent idleness and monotony.
• Facilitates cultural and recreational activities to educate the children in local cultures and customs.
• Supports the MA Child Safeguarding Coordinator on information and other specialized reports on Alternative Care as shall be required.
Guiding and Supporting SOS Children’s Villages Co-Workers
• Leads and supports all co-workers in a strategic way according to SOS Children’s Villages programme policies, values and approved guidelines.
• Provides leadership to all Alternative care staff, motivating them to work as a united ‘family’ in pursuit of the best interests of the children.
• Creates an open working environment where Alternative care professionals and other co-workers learn and question with confidence, promote strong bonds and strive for participation.
• Develops implements and periodically reviews appropriate staff training and professional development content for Mothers and Youth Care Co-workers in conjunction with the Area Programme Manager and HROD.
• Closely monitors and reviews AC staff performance ensuring that appropriate work objectives are set by each staff on an annual basis providing continuous feedback on performance.
• Establishes a functional disciplinary committee with clear TOR and works with the APM and HROD to report and deal with cases of discipline and poor performance.

REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES:
Essential • University degree Social Sciences - Development Studies, Education, Management, HRM, Psychology, social work.
• Leadership experience at a senior management level preferably within the NGO or public sector.
• Three years’ experience in any of the following functional areas: Child and / or Youth care, community Development, human resource management, psychology, education.

JOB SUMMARY The Area Programme Manager (APM) provides strategic and programmatic leadership to Alternative care, and Family Strengthening (FS) including all other programmes within the area by ensuring the organisation delivers on its strategic goals to work with the most vulnerable children, families and communities. The APM works in collaboratively with the National Director, the Head of Programmes and National Office Department Heads, to harmonize all programmes at the location including Alternative Care, Family Strengthening Programmes, and other donor/Government funded projects in order to achieve the highest level of quality service delivery. As a member of the National Management Team, the APM provides valuable input in to SOS Children’s Village strategy and attainment of objectives and goals of the organization.
Importantly, the Area Programme Manager ensure holistic safeguarding (child safeguarding, adult safeguarding and resources safeguarding) in the area.
KEY TASKS & RESPONSIBILITIES:
Provide Leadership, and strategic Management at SOS CV regional Office • Demonstrate inspiring leadership in promoting the values, the vision, mission, values and goal of MA programmes and projects are in the implementation of the National Office Strategy at location-
• level in line with SOS CV National Office Strategic plan, Policies, Standards and procedures.
• Steer location management team while ensuring proper coordination and supervision in all areas of operations at location to ensure all staff are committed in attaining the mission and vision of the organization.
• Drive forward Alternative Care, FS and all other regional programme strategy that embodies the values, vision, mission and objectives of SOS.
• Ensure there is a shared understanding of all projects at the location with a drive towards excellence within all areas of the programmes through conducting regular reviews during implementation.

Programs/Projects planning, Management, Monitoring and Evaluation (M&E) • In collaboration with Head of programmes, the M&E manager and M&E Officer at the location ensures there is robust systems of planning and delivering projects according to RBM approach in place (from design, during implementation, and evaluation of projects).
• Focus on quality in every area of the work by effectively managing internal performance systems using RBM approach in accordance SOS policies, standards and procedures
• Coordinate and provide technical support to Coordinators and Officers to ensure quality design and implementation of programs/projects, including the provision of appropriate tools and methods to scope, context and requirements of all programmes at location.
• Facilitate monthly, quarterly bi-annual and annual monitoring and review meetings to discuss progress against planned targets with each line reporting Coordinator or Officer, reviewing areas of success and weakness or areas requiring further support and training, and make appropriate recommendations to the National Director and Head of Programs.
• Liaise with the Monitoring and Evaluation Manager, M&E officers to conduct an impact assessment of programmes annually.
• Responsible for submitting timely and quality monthly, quarterly, bi-annual and annual progress narrative reports to ND, Head of Programmes, partners and donors.
• In conjunction with IPD and Head of Programmes, support/participate in concept and proposal development.
• Ensure capacity building for the programme staff at the location on project cycle management
Financial and Grants Management • Ensure SOS Finance Policy and donors grant guidelines are adhered to and the Finance team is supported to hold all staff accountable for expenditure and financial reporting for programme / project.
• In conjunction with the location Finance Officers ensure that established policies and procedures on finance, grants, and programmes are understood by staff, implemented and regularly reviewed
• In conjunction with Finance Coordinator, ensure that there is a robust internal control system, including sound policies and procedures that safeguard staff and the assets of the organization and funding partners, and that improve the effectiveness and efficiency of the organization.
• Develop and monitor grant projects / agreements and sub-agreements with project partners.
• Work with location Finance Officers and other programme staff and take the lead in the formulation and development of location budgets for all funded projects including quarterly performance reviews.
Building and Nurturing Partnerships • Build and maintain strategic relationships with the community, Government, and local authorities to develop appropriate partnerships and networks.
• Maintain relationships with all current and potential SOS donors, NGOs and Government networks dealing with children to create a network for resource mobilization, joint activity implementation, peer learning, and experience sharing.

REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES: • Master’s Degree in Development Studies, Social works, Social sciences and B.A. Social Sciences, psychology or development studies.
• PGD Human Resource Management is added advantage.
• At least 5-10 year’s professional experience working to influence human rights laws, policies and institutions, preferably with NGOs, Inter-Governmental organisation or Governments.
• Sufficient skills in team leadership, team building, grievance handling, coaching and mentorship abilities.
• Well conversant with participatory rural appraisal, participatory impact assessment and gender/environmental impact analysis of community development projects.
• Thorough understanding of partnership approach involving partner identification and screening, assessment, partners’ capacity building and sub granting.

JOB DETAILS: JOB SUMMARY Under the overall supervision of the National Director, the Head of Operations will be responsible for the establishment of proper and reliable financial and accounting, procurement and ICT system, policies and procedures throughout the SOS Children’s Villages Uganda establishments and to ensure proper accounting keeping of income, expenditures and property of the Association. In addition, She/he will be responsible for creating forecasting models, assessing risk in investments and ensuring all accounting, grants Management, procurement and ICT activities comply with regulations.
The Head of Operations will be the contact person for SOS Regional Finance, Logistics and ICT teams.
KEY TASKS & RESPONSIBILITIES:
Finance Management (60%) • Provides directives and follows-up on the preparation and timely submission of budget proposals by projects and offices of NO.
• Presents budget proposals at management evaluation meetings.
• Finalizes budget proposal and presents the same to National Director for final version and submission to the Board and Regional Office.
• Directs, coordinates and performs the activity of the overall administration and control of approved budget.
• Provides directives on the administration and control of budget by projects.
• Approves expenditures and payments ensuring that these are appropriate, supported by necessary documents are as per budget. Signs cheques as per the delegation thereon.
• Directs, coordinates and supervises the follow-up and receipt of Regional Office’s donations, donors’ fund and sponsors’ gifts and the proper use and accounting of the same.
• Directs, coordinates and ensures the proper collection and accounting of fees and other income of the Association by NO and projects.
• Ensures the proper accounting of assets and property of the Association.
• Visits projects, checks and ensures the adherence to financial and accounting policies and procedures. Provides guidance and advice thereon as necessary.
• Holds regular meetings with the staff of the Service to discuss activities, problems, concerns and new ideas to improve efficiency of work, open communication and cooperation.
• Holds regular reviews and performance appraisal with all staff of the Service to assess performance and identify areas for development.
Grants Management (10%) • Ensure effective Grant management at all stages – Start up, Implementation and closure as per Donor guidelines and within the stipulated timelines.

• Reviewing and ensuring that Project requests are in line with Donor Guidelines and approved work plans.
• Prepare budget monitoring against work plans reports
• Support the development of budgets as part of acquisition/business
Reporting (5%) • Directs, coordinates and performs the timely closing of accounts and preparation of financial statements at all levels.
• Ensures the auditing of accounts of the Association by internal and external auditors.
• Directs, coordinates and performs the preparation and submission to National Director periodic and annual financial statements of the Association for the submission to the National Director, Regional Office and other concerned offices.
ICT Management (10%) • Responsible for all the National Information and Communication Technology service in SOS Children’s Villages Uganda.
• Promote, organise and supervise the implementation of international ICT strategies, standards, goals and guidelines.
• Responsible for the procurement of IT Hardware, Software and outsourced services across the SOS Children’s Villages Uganda.
• Give input to planning sessions with national management, taking part in setting ICT targets, directions and developing main activities
• Support the regular assessment of the country providing information to ND for the “NA health check”.
• Provides advice and guidance to ensure business needs are met optimally by our internal and externally hosted infrastructure and support innovation, automation and improvement as driven by the business, partners and internal team member
• Responsible to ensure the documentation of ICT configurations and changes in defined locations
Procurement, Logistics, Security and Safety (10%) • Ensure submission of consolidated SOS Children’s Villages Uganda annual procurement plan received from units (Program locations, satellite projects and Departments ) for timely, coordinated, and efficient/economic procurement
• Ensure that all emergency related procurements are responded in timely and flexible manner
• Assist in proactively identifying supply based issues, to minimize risks, ensure continuity of supply, and utilize emerging vendors in the markets;
• Perform Market Analyses by collecting, organizing and analysing market data and financial reports
• Develop and regularly review Grant(s) procurement and distribution plans; ensuring resolution of all related issues collaborating with programs unit leadership.
• Develop and implement category sourcing strategy
• Ensures coherence within own team to have positive impact on efficiency and value addition to the SOS Children’s Villages Uganda.
• Ensure SOS Children’s Villages Uganda compliance with donor rules and regulations in procurement function;
• Ensure all procurement activities are conducted in ethical manner.
• Identify, document and timely report any SOS Children’s Villages Uganda procurement deviations following the mechanism in place for appropriate follow up.
• Implement and sustain segregation duties in procurement and other related functions.
• Promptly Inform the National Director any areas of concern or potential or suspected procurement and Logistic policy violations.
Safeguarding (5%) • Ensuring that key stakeholders are made aware of safeguarding measures and are supported in implementing them
• Ensuring that safeguarding is integrated in all management processes including recruitment, on boarding, performance management, team meetings, annual planning process field-level monitoring, IWP, IDP etc.
• Creating and maintaining a managerial and operational environment where the Safeguarding Policy is effectively implemented.
REQUIRED QUALIFICATIONS, EXPERIENCE AND COMPETENCES:
Minimum Qualification: • A Bachelor’s degree in finance and a Master’s in Business Administration.
• Full professional qualification in ACCA or CPA.
Experience: • At least 7 years accounting experience at senior level in a busy organisation / setting.
• Experience in procurement, logistics, security, safety, and ICT.
• Additional experience in NGO community funded programmes including managing donor grants will be of great advantage.
• Good knowledge and sound understanding of current financial management and funding arrangements is desirable.
• Experience and knowledge in the use of accounting software.
Functional Competencies (e.g. knowledge, skills, understanding, abilities...) • Computer Skills with familiarity using accounting software packages.
• Ability to work well in a team comprised of people with diverse cultural and disciplinary backgrounds. S/he should have strong leadership and good communication skills.
