Job Title: Head of Finance and Operations (1 Position based at Head Office and Reports to the Chief Executive Officer)
The main output of the function is financial analysis and reporting.
Core Functions 1. Directs, coordinates, and performs the timely closing of accounts and preparation of financial statements at all levels.
2. Directs, coordinates, and performs the preparation and submission to the CEO of periodic and annually financial statements.
3. Formulate finance policies and systems for UWESO
4. Planning, budgeting and strategizing for the department and UWESO
5. Budget Management
6. Cash Flow management
7. Reconcile payables and receivables
8. Prepare and submit accounting warrants/Permits
9. Cash Management
10. Financial reporting &analysis
11. Report on operational performance and suggest improvements
12. Provides directives and follows up on the preparation and timely submission of budget proposals by projects.
13. Approves expenditures and payments ensuring that these are appropriate, supported by necessary documents are as per budget. Signs cheques as per the delegation thereon.
14. Ensures the proper accounting of assets and property of UWESO.
15. Ensure effective Grant management at all stages – Start up, Implementation and closure as per Donor guidelines and within the stipulated timelines.
16. Ensure Compliance with all Donor requirements, (including efficient and effective reporting).
17. Reviewing and ensuring that Project requests are in line with Donor Guidelines and approved work plans.
18. Directs, coordinates, and performs the timely closing of accounts and preparation of financial statements at all levels.
19. Directs, coordinates, and performs the preparation and submission to the CEO of periodic and annual financial statements.
Education and Experience Requirements 1. BCOM/BBA and Full qualification of ACCA/ CPA, Membership to the institute of certified public Accountants of Uganda(ICPAU), and more than 5 Years of Managerial leadership experience in a similar job or its equivalent.
2. Additional experience in NGO community-funded programmes including managing donor grants will be of great advantage.
3. Good knowledge and sound understanding of current financial management and funding arrangements is desirable.
4. Experience and knowledge in the use of accounting software (Navision).
5. Ability to work well in a team comprised of people with diverse cultural and disciplinary backgrounds. S/he should have strong leadership and good communication skills.
6. Ability to work both independently and collaboratively as part of a team.

Job Title: Head of Programs (1 Position based at Head Office and Reports to the Chief Executive Officer)
The main output of the department is quality program delivery.
Core Functions. 1. Design and implement program priority areas in line with the UWESO Strategic Plan and Mandate.
2. Plan and budget for programs in line with the Strategic and Business plans
3. Monitor and evaluate UWESO Programs in line with the knowledge management policy framework and donor requirements.
4. Build and maintain relations with stakeholders in line with the stakeholder management policy and guidelines
5. Build capacity of partners and district teams in line with the capacity building policy and guidelines.
6. Manage and promote quality program delivery and reporting.
7. Review and monitor implementation of program audit recommendations
8. Organise and link team members to programme trainings.
9. Source for funding opportunities for the programme strategic areas – develop and/or review concept notes and proposals.
Education and Experience Requirements 1. Masters Degree in Humanities/ any other related technical field, with3 to 5 years of hands on experience in program management.
2. Experience in networking and coordination, planning and implementing campaigns and events that drive influence and stakeholder engagement.
3. Demonstrable leadership within a networked environment
4. Superior communication and writing skills with the ability to translate complex issues into a level appropriate for the general population and policy makers.
5. Strong analytical, negotiation and problem solving skills
6. Excellent planning, management and coordination skills with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
7. Excellent representation and interpersonal skills and the ability to work with people from diverse cultures, ability to lead and motivate people to work in teams
8. Partnership building and management
9. Ability to work with children and facilitating child participation is desired.
10. Experience in developing large proposals for donors and developing funding strategies.
