JOB DETAILS:

JOB SUMMARY:
Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems globally. The organization strives to continually improve, experiment with promising new ideas, and leverage resources to multiply its impact.
The Monitoring &Evaluation Officer, in close coordination with the Grant Coordinator, coordinates the development and implementation of a comprehensive grant monitoring & evaluation framework and systems to enhance impact monitoring, quality control and evaluation in order to improve internal processes and results delivery and underpin accountability at various levels.

ESSENTIAL JOB FUNCTIONS AND DUTIES:
Monitoring and Ev al uation

• Develop and implement a comprehensive overall monitoring and evaluation framework, toolkits including performance indicators and benchmarks for each aspect of the grant.
• Support the design and implementation of baseline/midline/ and other surveys and gathering information for reporting and periodic updates using digital/ online MIS method of ministry of Health.
• Coordinate with the subgrantee M&E officers to ensure efficient delivery of the M&E system including effective monitoring and tracking of grant outputs and outcomes.
• Develop a comprehensive reporting framework with provisions for rigorous impact assessment.
• Prepare concise q u a r t e r l y , bi-annual and annual reports and produce a synthetic and analytical progress report to guide management decision-making.
• Put in place systems and mechanisms for collecting data to monitor the development of defined indicators under the comprehensive reporting framework.
• Integrate periodic evaluations as an integral part of the Monitoring & Evaluation system.
• Coordinate and manage the collection, analysis and interpretation of field data and preparation of reports.
• With the implementing partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
• Guide staff and implementing partners in preparing their progress reports. Together, analyse these reports in terms of problems and actions needed. Prepare consolidated progress reports for programme management in accordance with approved reporting formats and timing.
• Contribute to operationalization of the Ministry of Health online M&E database, and make it streamlined, accessible and relevant across the grant operations.
• Keep abreast of the latest developments in M&E and network with other organizations for best practices and technical assistance.

Programme Reporting
• Contribute to compiling and submitting project specific data and reports as periodically required by WFP Hqtrs, Denver and funding organizations.
• Participate in strategic thinking on M&E integration throughout the program .
• Produce major reports and case studies on M&E lessons from Water For People Uganda.

QUALIFICATIONS, KNOWLEDGE & SKILLS REQUIRED:

• Bachelor’s Degree in Social Sciences, Development studies or Research studies with a development bias.
• Training in M&E is an added advantage.
• Good interpersonal and leadership skills
• Knowledge and experience in the use of online/ digital data collection methods is a huge asset.
• Experience and skills in training and transfer of knowledge.
• Excellent communication and facilitation skills.
• Ability to follow deadlines, accuracy and attention to detail.
• Experience in developing materials for a variety of specific audiences and create wide range products.
• Knowledge and understanding of qualitative and quantitative research/evaluation methodologies and strong analytical skills.
• Good skills in presentation, documentation and information management.
• Strong writing skills, including experience in producing proposals, reports, and other informational documents.
• Proven strong report writing skills, ability to present monitoring data and survey finding c l ear l y.
• Computer proficiency with MS Office, MS Access, MS Project, PowerPoint, Statistical Programs (e.g. STRATA, SAS, SPSS).
• Proven knowledge of Data Management methods and app li cat i ons.
• An ability to write clear and concise reports; good spoken and written English.
• Proven ability to produce results within tight deadlines in a very busy environment.
• Good knowledge of communication techniques and ability to develop and deliver effective presentations.

EMPLOYMENT CONDITIONS:

• Position is based at Water For People’s Uganda office.
• Position requires regular travel to program sites in Uganda.
