JOB TITLE: MONITORING AND EVALUATION EXPERT
DUTY STATION: ARUA WITH FREQUENT TRAVEL T0 NORTHERN UGANDA REGION

Major Roles and Responsibilities
(Key Result Areas):
Result Area 1 (40%)
Gender and Social Targeting

• Set up the framework for gender and social targeting tor the relevant project's components;
  
• Lead the gender mainstreaming approach and gender audit of the project;
  
• Contribute to the development of gender& vulnerable youth eligibility& selection criteria in the framework of the Skills Development Fund (SDF) to:
• (a) facilitate active promotion of specific groups of concern through dedicated target windows of the SDF (b) monitor impact on refugees and host communities in Northern Uganda;
  
• Ensure gender& social sensitive labour market information gathering for refugees & host communities;
  
• Liaise with relevant M&E components of the EU Emergency Trust Fund, through Quarterly Coordination Mechanism, gender and social working groups;
  
• Contribute to the mainstreaming of other cross - cutting issues of the project, including disability, environment, and HIV-AIDS mainstreaming;

Result Area 2 (60%)
Monitoring and Reporting

• Set-up of the project's monitoring framework following BTC's guidelines;
  
• Support monitoring and supervision of the selected SDF partners & third party implementers;
  
• Compile regular SDF progress & activity reports& compile lessons learned from SDF supported activities;
  
• Support gender sensitive& social disaggregated monitoring of project, including tracer studies of SDF other project beneficiaries;
  
• Ensure monitoring of the SDF other project beneficiaries;
  
• Support the setting up of a Knowledge sharing platform for the gender sensitive social targeting in BTVET provision;

Education and Experience:

• A University Degree in Gender Studies, Social Sciences, Statistics
  
• At least 5 years of proven, relevant experience in Gender Mainstreaming and/or Social Targeting
  
• At least 5 years of proven, relevant experience in Monitoring and 5 Evaluation;
  
• Relevant experience in facilitating the cooperation between BTVET institutions& private sector;
  
• Experience working with/in the private sector would be an advantage.
  
• Excellent reporting skills writing and team building skills;
  
• Excellent ICT skills in word, excel, power point and Internet;

Salary Package
BTC will offer a competitive salary package with a gross monthly income of between UGX 3,600,000 and UGX 4,000,000 depending on the relevant years of work experience, medical insurance for staff, spouse and all biological dependants plus a 13th Month compulsory package paid together with their December salary.
