JOB DETAILS:
The Monitoring and Evaluation (M&E) Officer at StartHub will be responsible for designing, coordinating, and implementing the monitoring and evaluation, research, and learning framework of projects. This includes developing a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the projects and providing technical assistance to implementing project leads, particularly with monitoring, reporting, and learning issues. Where necessary and needed, tools and support for data acquisition will be made available.
Main Tasks and Responsibilities
• Developing and implementing M&E frameworks, plans and tools for data collection, analysis, and reporting.
• Conducting field visits, surveys, interviews and focus group discussions with beneficiaries, stakeholders, and partners to collect qualitative and quantitative data.
• Ensuring data quality, accuracy and reliability through regular verification and validation processes.
• Developing the overall frameworks for M&E for projects, for example, mid-term project review, impact assessment, and final evaluation, and develop a project Performance Monitoring Plan with relevant data collection systems.
• Reviewing the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
• Maintain and administer the M&E database; analyze and aggregate findings, draw conclusions and learnings.
• Preparing and presenting M&E reports, dashboards, and feedback to inform decision-making and learning.
• Support project progress reporting, mid-term project review and final evaluation.
• Supporting capacity building and knowledge sharing on M&E best practices and lessons learned among staff, beneficiaries, and partners.
• Collaborating with internal and external M&E networks and platforms to exchange information and experiences.
• Check that monitoring data are discussed in the appropriate forum and in a timely fashion regarding implications for future action. If necessary, create such discussions to fill any gap.
• Perform other duties as may be assigned by the Project Managers.
Education and Experience Requirements
• A bachelor’s degree or higher in statistics, mathematics, development studies or a related field. A masters or postgraduate degree in M&E will be an added advantage.
• At least three years of relevant experience in M&E of development or humanitarian projects or programs
• Proficiency in using various data collection and analysis tools and software, such as Excel, SPSS, Stata, R, Power BI, etc.
• Excellent analytical skills.
• Excellent communication and interpersonal skills, both written and oral.
• Ability to work independently and as part of a team in a multicultural environment.
• Ability to manage multiple tasks and deadlines, sometimes under pressure.
• Willingness to travel frequently to project sites.
• Good knowledge of program implementation, monitoring and evaluation techniques and practices
• Ability to work independently with a minimum of supervision.
• Excellent written and spoken command of English.
