TERMS OF REFERENCE: PRE-QUALIFICATION OF LEGAL SERVICES PROVIDERS
THE ORGANIZATION
The International Center for Tropical Agriculture (CIAT) www.ciat.ogiar.org is an international organization constituted in Washington by an agreement dated 28 May 1886 between the World Bank and the United Nations Development Program (UNDP). CIAT is a member of the CGIAR System; which is a global partnership for research in Agriculture. CIAT operates in Uganda under an Agreement with the Government of the Republic of Uganda.
The International Plant Genetic Resources Institute, which operates under the name Bioversity International, is an International Research Organization and member of the CGIAR System, that was established as an independent international organization by the Agreement on the Establishment of the International Plant Genetic Resources Institute' with the Italian Government in 1991, in which the Government recognized Bioversity as an international organization with international personality and established the headquarters seat of the organization. The agreement was revised in 2015. Bioversity operates in Uganda under a Host Country Agreement with the Government of the Republic of Uganda.
CIAT and Bioversity International have formed a partnership known as the Alliance of Bioversity International and CIAT (hereinafter referred to as "the Alliance" through a Partnership Agreement between the two international Centers, in force since January 1, 2020, having a single director general and a common board of trustees as part of its governance structure. The Alliance delivers research-based solutions that harness agricultural biodiversity and sustainably transform food systems to improve people's lives. The Alliance's solutions address the global crises of malnutrition, climate change, biodiversity loss, and environmental degradation. The Alliance is part of CGIAR, a global research partnership for a food-secure future.
The Alliance's offices in Uganda are located at the National Agriculture Research Laboratories, Kawanda.
REQUEST FOR PROPOSALS
The Alliance is looking to prequalify law firms in Uganda to provide routine advice on issues affecting our operations including labour law, tax law, law on diplomatic and immunities available to international not-for-profit organisations, general business law, civil and criminal litigation, arbitration and alternative dispute resolution laws.
Eligible firms should:
• Provide proof of experience in advising international organisations on labour law, tax law, law on diplomatic privileges and immunities available to international not for profit organisations, general business law, criminal and civil litigation, arbitration and alternative dispute resolution.
• Proof of good relations with government entities is an added plus. Certificate/proof of registration
• Proof of physical address
• Tax registration certificate as well as proof of tax compliance . Firm profile showing names and experience of Partners and Associates as well as their bias in practice
• Copies of practising certificates of the Partners in the firm as well as confirmation/proof of membership to the professional body regulating advocates in the country.
• Proof of a professional indemnity cover of at least USD400,000 . Confirmation that there are no pending disciplinary cases or cases of professional misconduct or negligence against the firm
• A pricing proposal for ordinary/ routine legal work ie can include billing rate per hour, or by subject matter.
• Service level promise.
Preferably a well ranked firm by international legal directories such as but not limited to Champers & Partners, Legal 500, or IFLR, 1000.
Any value adds they are able to offer as well.
The Expressions of Interest and all relevant support documentation, enclosed in plain sealed envelopes clearly indicating the service(s) you are interested in should be delivered at The Alliance of Bioversity International and CIAT office located at The National Agricultural Research Laboratories (NARL) Kawanda 13KM off Bombo Road by Thursday 26th July 2024 by 4:00pm.
