Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of PHS Prevention of mother-to-child Transmission.
The work schedule for this position is:
• Full Time, 40 hours per week
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No

Duties:
Job holder is a Maternal Child Health and Prevention of Mother-to-Child Transmission (MCH/PMTCT) public health specialist responsible for planning, implementing, monitoring, and evaluating assigned MCH/PMTCT program activities in Uganda. Under the direction of the MCH/PMTCT Team Lead, job holder supports Uganda’s interventions to significantly improve maternal and infant health outcomes, and efforts to eliminate Mother to Child transmission (MTCT) of HIV, Syphilis and Hepatitis B.
Job holder’s duties include technical support subject matter expert (SME) advice and guidance, day-to-day program, and cooperative agreement (CoAg) management for MCH/PMTCT projects, coordination, collaboration with colleagues of agency, interagency technical working groups, and public health entities that support President’s Emergency Plan for AIDS Relief (PEPFAR)-funded MCH/PMTCT programs in Uganda.

Qualifications and Evaluations
Education: Completion of a master’s degree in public health or Master of Science in Epidemiology from an accredited university is required.
Requirements:
Experience: Five years of mid-to senior level public health experience in developing, implementing, and evaluating HIV/AIDS, PMTCT, and/or Reproductive, maternal, Neonatal, Child and Adolescent Health (RMNCAH) programs that involve coordination with an international agency or USG/PEPFAR implementing partner is required.
Evaluations: (This may be tested)

Language: Fluent speaking/reading/writing English is required.
Skills and abilities: The job holder will need to use data to prioritize programmatic areas for impact. Program management skills are required, including technical proficiency for timely and rigorous data analysis and data interpretation for continual program improvement, including data management and data analysis. Proficiency in Microsoft Office applications with regular keyboard skills where good working speed and accuracy is required. Budget formulation and funds monitoring require the ability to use advanced spreadsheets. Strong oral and written skills for effective communication are required. Ability to develop, conduct, and disseminate quantitative and/or qualitative strategic science with effective communication to expert and lay audiences is required. Program administration skills are required, including reviews of regularly reported data, preparation of ad hoc reports, and management of grants and cooperative agreements. Ability to manage and lead multi-stakeholder teams toward achievement of programmatic priorities, applying tactful and diplomatic skills that ensure effective working relationships with USG, national, and international working partners is required.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
