JOB DETAILS:
Scope of Work
The scope of work will include but is not limited to the following:-
i. Prepare, review and submit procurement Plans for approval by the
World Bank and monitor the implementation of the approved plans.
ii. Coordinate effective management of the procurement process (ToRs,
EoIs/REQs, RFP, evaluation, contracts, and Contracts Committee &
World Bank approvals), for timely and cost effective implementation of
the project.
iii. Provide technical guidance and participate in contract negotiations for
goods, services and works.
iv. Verify that Procurement requests are in accordance to the approved
Procurement Plans.
v. Prepare and circulate to all users and contracts committee members
the schedule for pre-bid meetings, and expected deadline for
submission respectively;
vi. Support capacity building in procurement management of staff that
deals with procurement issues with emphasis on World Bank and other
financing institutions as well as PPDA Guidelines;
vii. Preparation of monthly, quarterly, annual and other periodic
procurement progress reports, highlighting among others the progress
of processing various contracts, constraints met and any other issues
that require Management attention and ensure submission to
appropriate authorities (MoFPED, PPDA, World Bank and other
financing institutions).
viii. Put in place internal mechanisms to monitor performance of contracts
to ensure their advance payment and performance guarantees are
effectively managed.
ix. Enhance the efficiency and effectiveness of the Procurement Data
Management system and in particular set up a filing and record
keeping system that ensures that procurement records are easily
retrievable and available for procurement audits; Maintain complete
procurement files and records including all correspondence related to
procurement activities.
x. Monitor and track contracts being processed, consult and work closely
with Contract managers to identify constraints/challenges/issues
especially deviations from agreed procurement schedules;
xi. Facilitate the Post Procurement Reviews (PPR) exercise, and work
with management to follow up implementation of PPR
recommendations.
xii. Report immediately any noted fraud and corruption or governance
issues with procurement or other staff, bidders and consultants;
xiii. Carry out any other duties as assigned by the Project Manager
provided these duties contribute to achieving the development
objectives of the EASP project.
1.4 Person Specifications
a) Qualifications
i. Bachelor’s Degree in Procurement and Logistics/ Business
Administration/ Economics/Commerce/ Engineering/ Law from a
recognized University/Institution
ii. Master’s Degree in Procurement/ Economics/ Business Administration/
Project Planning and Management from a recognized University/Institution
iii. Full professional qualification from CIPS.
b) Experience
i. At least eight (8) years’ professional experience in procurement, four (4)
of which must have been attained working at a senior level on projects
funded by World Bank or other Multilateral Development Banks;
ii. Working knowledge of PPDA Law and Regulations, and World Bank or
other Multilateral Development Bank procurement regulations.
iii. Experience in handling high value contracts (minimum cumulative value of
US$50million across multiple projects), works, goods and services that
require International competitive bidding under World Bank or Multilateral
Development Banks procurement regulations.

1.5 Duration of the Assignment
The Procurement Specialist shall undertake the assignment on a full-time, EASP-
exclusive basis for a period of three (3) years renewable subject to satisfactory
