Over the years, CRS has expanded its programming to also address development needs in western, central, and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding, and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability. CRS Uganda employs around 190 staff and has its main office in Kampala, with sub-offices in Moroto, Yumbe, and Hoima.

Background:

CRS is a sub-recipient on the Advancing Evidence for the Global Implementation of Spatial Repellents (AEGIS) project, led by the University of Notre Dame (UND) in the United States. In Uganda, CRS is responsible for leading an Operations Research aimed at comparing the protective efficacy of a novel vector control, known as a passive emanating spatial repellent, between two operational program delivery mechanisms. The study will be conducted in Northern Uganda’s Bidibidi Refugee Settlement

Job Summary:
The Program Manager is responsible for the overall management, leadership and oversight in the design and successful quality implementation of Advancing Evidence for the Global Implementation of Spatial Repellents (AEGIS) project activities in Bidibidi Refugee Settlement, Yumbe district. S/he will work closely with the Ministry of Health, the Office of the Prime Minister and UNHCR to ensure CRS’ interventions align with and supports local district and refugee plans, national guidelines, and most importantly the specific needs of the targeted communities.

Job Roles and Responsibilities:
• Manage and implement all activities throughout relevant project cycle – development, implementation and consolidation of the Operations research – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
• Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports. • Ensure that the implementation of the research is in full compliance with the Institutional Review Board / Ethics Committee recommendations. Ensure that the implementation of all activities follow the work plan and the approved research protocol.
• Coordinate with local research partner investigators and external data collection partner team to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting, and reporting outputs and outcomes in line with CRS MEAL policy and procedures.
• Support the research partner in the reporting of the project. Prepare the programmatic report for the Prime respecting the donor’s requirements and using compiled data from both CRS and partners. Ensure timely submission of any required reports. Maintain up-to-date records for the project.
• Manage and mitigate risk. Ensure compliance in Unit aid grants, including oversight of partner budgets, finance, and administration.
• Coordinate relationships with consortium partner organizations. Contribute to coordination of roles and activities of staff from consortium member organizations in implementation in line with CRS partnership principles.
• Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

Typical Background, Experience & Requirements:
Education and Experience:
• Master’s degree in Public Health or related field, International Development, International Relations or a related field.
• At least three years of experience managing development grants, preferably focusing on research and malaria programming.
• Demonstrated competencies on monitoring and evaluation of project indicators and/or adhering to research protocols.
• Knowledge of ethics for human subject research
• Strong skills in epidemiology and best practices of their application in operations research.
• Good experience working with multiple partners and on consortium management.
• Experience with acquisition and management of health products is preferred. Desirable attributes:
• A capacity and desire to pass on skills and information, a confident communicator and willing to work in a collaborative and respectful way with target communities.
• Flexibility and ability to work under pressure and meeting deadlines in changing situations
• Knowledge and understanding of good practices in protection mainstreaming
• Knowledge of the local languages spoken by South Sudanese and host communities living in or near Bidibidi refugee settlement.

• Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
• Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

Travel Required: Approximately 20% travel outside of Yumbe to Kampala or partner organizations’ offices
Work Conditions/Environment Conditions: Normal office presence position
