The Uganda National Renewable Energy and Energy Efficiency Alliance (UNREEEA) is a coalition body of the private sector players in the renewable energy and energy efficiency sub-sectors of Uganda, whose key mandate is to avail a platform for actors to merge synergies and improve the business environment in the sector. UNREEEA seeks qualified candidates for two positions
Job Title: Programme Manager
Department: Programs Department
Reports To: CEO
Duty Station: Kampala.
Purpose of Position
Under the overall supervision of the CEO and in close cooperation with the Board, the Program Manager has significant responsibilities to coordinate planning, designing, implementing, monitoring and evaluation (M&E) for multiple projects as per UNREEEA’s strategic direction.
The Program Manager will collaborate closely with the Alliance staff to ensure timely and effective implementation of programs and reporting to partners. The position will be for a year one and is conditioned upon continued funding and satisfactory performance of duties..

 Requirements:
• Take the lead to develop, implement and evaluate assigned programs/projects, etc.; directs subordinates in program/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions;
• Provide direction to the Alliance strategic plan regarding renewable energy program development opportunities; Coordinate policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies,
• Coordinate UNREEEA’s Program initiatives and teams for resource mobilization as part of program development to generate the required resources for effective implementation of the strategic plan undertakings.
• Lead development of program learning - identify opportunities for learning, research and publications in the area of renewable energy technologies, and green business enterprises.
• Work with UNREEEA Program component technical specialists in the generation of quality and innovative concepts and proposals for Program Development
• Coordinate activities related to budget and funding (program /project preparation and submissions, progress reports, financial statements, etc.) and ensure preparation of related documents/reports
• Ensure efficient, smooth and timely implementation of the projects and achievement of project outputs as per UNREEEA and Partner requirements.
• Regularly scan for available funding opportunities to pursue as part of UNREEEA’s program development and resource mobilization.
• Contribute to UNREEEA’s organizational fund-raising efforts by meeting partners, and presenting on issues of strategic importance to UNREEEA as per the new strategic plan.
• Serve as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside UNREEE to pursue structured partnership arrangements for program development through joint planning and implementation.
• Work with numerous stakeholders and to be able to juggle multiple projects with short deadline

Required Skills and Competences
• The position requires a proven track record of program management, including project design, monitoring and reporting throughout the project lifecycle.
• Sound knowledge of the energy sector and issues facing private sector players; previous experience in program management, mentoring and oversight of workflow processes; and attention to detail; strategic thinking abilities and analytical skills.
• Excellent organizational, communication, interpersonal, English writing and presentation skills. S/he will have a demonstrated history of innovation, strategic planning, and problem solving abilities; exceptional technical, management and negotiation skills necessary to lead a team towards successful solutions.
• Knowledge of the nonprofit or association environment is desirable. Knowledge of the Uganda’s energy and environment sectors is highly desirable.
• Must have strong strategic-planning experience, ability to work in a fast-paced environment, diplomacy and problem-solving skills.
• Experience in analysis and assessment of different policy mechanisms;
• Experience with team leadership and training is desirable.
Education and Experience
• Msc. Energy/Environmental Science, energy technology and/or energy policy, climate change, sustainable development or another related field.
• 5-7 years of professional experience is required.
• At least 5 years of progressively work experience in designing, managing and implementing energy programs, including creating enabling environments for RE energy sector and catalyzing private sector participation and investment;
• At least 5years of progressively responsible experience managing teams to implement multifaceted energy projects;
• Strong familiarity with Uganda National strategies, policies, and tools related to the energy sector, including Private sector business development opportunities.
