JOB DETAILS:
OVERVIEW

Programme Advocacy Officer – Adolescent Wellbeing Will play a central role in ensuring increased space for Adolescent’s and Youth’s participation in programmes and policy matters that affect their wellbeing and development within the 6 underserved sub counties of Amuru, Nwoya and Omoro Districts. S/he will be responsible for mapping exiting youth led organisations, networks and actors, developing capacity development plan and strengthening their capacity on advocacy and defining advocacy agendas. Train Young Women and girls from the youth led organisation on participation, disability inclusion and gender transformative decision making at community, subcounty and district level.

THE ROLE
KEY AREAS OF ACCOUNTABILITY:
Project Planning and Implementation:
• Develop all the project planning documents such as DIP, work plan, ARTs, PRs, activities-based budgets to support timely implementation
• Mobilize project stakeholders for identification of project beneficiaries.
• Participate in Identifying and analysing Power 4AY influencing structures, opportunities and gaps at community, subcounty and district level.
• Carry out mapping to identify existing CBOs/OPDs, networks of AYs who can advocate for actions in relation to identified needs/opportunities.
• Support youth-led organization/networks/actors and other stakeholders to develop an engagement plan for key stakeholders.
• Capacity development planning and capacity building for selected youth-led organisations/networks/Actors to effectively engage in community, subcounty and district level decision making which affects their wellbeing.
• Train young women and girls within the Youth structures and networks, on participation, disability inclusion and gender transformative decision making at community, subcounty and district level.
• Peer to Peer Education with selected youth advocates, youth and youth led structures to improve their engagement in building sustainable participation in matters of adolescent and youth wellbeing.
• Train youth-led structures and networks on presenting advocacy asks at relevant Government institutions in relevant national and international events.

Monitoring and Reporting:
• Ensure regular monitoring of civic engagement activities in the respective communities and follow up implementation of planned tasks and activities in the sub county.
• Ensure timely delivery of all Planned activities
• Provide direct backup technical support supervision to all partner staff/ facilitators in the field
• Support proper documentation of the advocacy activities conducted –case studies, best practices, learning and Compile and submit regular progress reports on the planned implementation activities to Line Manager.
• Regularly monitor project activities with the frequency and tools as reflected in the M&E plans
• Submit monthly reports (progress against planned activities, expense against estimated budget, ATT) of project activities to the line manager as per agreed schedule.
• Ensure weekly monitoring of groups and follow-up on agreed actions
• Participate in the preparation of semi-annual and annual reports on project interventions.

Documentation:
• Support proper documentation of advocacy activities conducted –case studies, best practices and Compile and submit regular progress reports on the planned implementation activities to Line Manager
• Ensure appropriate filing and availability of documentation required for internal and external communications, accountability, audits, evaluation purposes and reporting
• Ensure database for advocacy target is developed and updated regularly.
• Monthly take high quality action pictures of project implementation and share with the PM.

Advocacy, Networking and Representation:
• Ensure that the POWER 4 AY project activities are integrated in the Sub County Development Plans.
• Advocate for community participation and involvement of youth in activities that improve the economic wellbeing of Adolescent and Youths.
• Network with other Save the Children International interventions in their areas of operation to improve synergy and holistic approach to child support.
• Ensure that the project activities are integrated and recognized at sub-county and district level.
• Advocate for youth participation and involvement in government planning process.
• Represent SCI and network on the child protection, livelihood and vocational education sub theme to external stakeholders especially at sub-county and district level
• Use insight into the political environment to inform the project’s advocacy actions at district and lower levels

Partnership Engagements:
• Identify youth-led organisations’ capacity gaps in advocacy, design capacity building plans and share the information with the Line Manager.
• Manage relationships with district local government, subcounty leaders and youth-led organisations. Follow up on events and provide reports as required by Project Manager.
• Jointly implement strategic/ key activities with partners and other external stakeholders
• Monitor partner activities in the field and submit a monitoring report to the line Manager
• Monitor and follow up the Project Partner’s on the activities implemented to ensure that they are in line with the project design and planned project activities reflected in the SAA.

Youth Empowerment and Project Impact
• Innovatively support youth to participate, own and benefit from the project interventions
• Mobilize and facilitate active participation of youth and their communities in planning, monitoring and implementation of community development initiatives.
• Build the capacity of youth, their families and the community to collectively engage local leaders on identified advocacy issues.
• Liaise and follow-up on commitments made by leaders on improvement of the youth wellbeing.
• Follow-up with youth led organisations/networks/actors on advocacy platforms and agenda
• Implement the Accountability and Response Mechanism (ARM).

To be a strong supporter and advocate for children in this role you will need to have:
• Minimum of a bachelor’s degree in either Social Sciences, Development Studies, computer science and related humanities courses. A Post Graduate training in M&E will be added advantage.
• Minimum of two years working experience performing tasks similar to the required job position.
• Can produce accurate, clear and consistent information and communication outputs relating to programme support and humanitarian situation – including key messages, Q&A’s and factsheets, case studies, press releases, media statements, and briefs, amongst others.
• Experience in managing and writing for social media
• A proven ability to use creative and effective communication tools
• Excellent English verbal and written communication skills for various audiences, including donors, journalists and the ‘general public’. The ability to strategically target a wide range of audiences is essential.
• Excellent relationship-building, networking and lobbying skills to work across all functions and various Members. Experience in liaising and cooperating with media journalists, government officials, NGOs and the private sector.
• Previous experience with the civil society sector is a vital asset.
• Excellent computer literacy (MS Office; Windows, Internet);
• Language proficiency in both written and oral English and Macedonian. Knowledge of other local languages shall be considered an asset.
• Proven ability to work with communities and partners to gather case studies, testimonies and information on the humanitarian situation and programmes.
• The ability to support the ACCM team in high-pressure situations with changing deadlines and priorities.
• Experience leading information and communication flows between project teams and internal and external stakeholders.
• An initiative-taking, proactive, inspiring attitude with the ability to manage and prioritise an unpredictable workload and solve problems quickly with limited support.
