Job Profile
To contribute to CAFOD’s involvement in the East Africa region in line with the agreed Kenya & Uganda Core Programme and Programme Strategy by taking lead on the day-to-day management of CAFOD-supported programmes and partnerships.

The scope of the post falls into the following broad functions:
• Programme management and development in line with the direction set by the Kenya & Uganda Core Programme and Programme Strategy: in co-operation with partners, lead on the day-to-day developing and managing CAFOD supported long-term development programmes and emergence response relevant interventions through an Integral Ecology Approach.
• Managing effective relationships with partners: developing and nurturing partnerships and providing or facilitating capacity development support, where appropriate.
• Financial management and monitoring of programmes and projects: developing and managing budgets, and monitoring expenditure in line with CAFOD agreed parameters and policy guidelines; ensuring compliance with agreements, regulations and requirements attached to our work; and complementing partners’ thematic understanding of our Core Programme.
• Internal and external representation: Representing CAFOD internally and externally, working towards a common purpose with colleagues in CAFOD in co-ordination with the Country Representative, as appropriate.
• Systems and compliance: ensuring the effective use of CAFOD’s systems to share programme knowledge and inform decision making. This includes ensuring compliance with agreements, regulations and requirements attached to our work.
• To complement partners’ thematic understanding of and contributing to the development of Feedback & complaints mechanisms at partner and community level and other relevant interventions that bring about positive change, Safety, Access, Dignity and Inclusion (SADI).

Accountability
• The postholder reports to the Country Representative – Kenya, Uganda & Eritrea.
• The post holder delivers programmes within agreed budget but not a budget holder.
• No staff management responsibility.

Key Responsibilities
Programme management and development
• Contribute to the development and management of CAFOD’s Kenya and Uganda Core Programme & Programme Strategy with a focus on Resilience (Food Security & Livelihoods) Peace building and emergency response.
• Responsible for the quality and consistency of Kenya & Uganda Core programme; and project planning, implementation, monitoring, evaluation, and reporting in line with jointly agreed standards (programme cycle management), CAFOD and donor requirements.
• Responsible for partners’ effective implementation, monitoring, evaluation including facilitating quality external and internal evaluations & reporting, annual reviews as well as submission of high-quality donor and CAFOD reports.
• Contributes to the development of high-quality project proposals and monitors consistency between donor proposals and Programme Strategy. Jointly with partners develop programme and project proposals leading on preparation of funding applications and reports for external funders in liaison with the HQ Programme Development Funding Officer.
• Assess the existing capacities of partners to manage and implement the work; and develop partner capacity development plans to address capacity issues.
• Promote, capture and disseminate learning from partners and programmes, and ensure that this informs future programme development.
• Realise CAFOD’s principles by acting in line with CAFOD’s partnership standards, and by promoting and supporting partners’ adherence to jointly agreed accountability, gender, safeguarding policies / SADI, supply chain management/procurement good practice, and other standards, as these emerge.
• Provide technical support to staff and partners on international humanitarian standards including but not limited to Core Humanitarian Standard (CHS), Sphere Standards etc.
• Respond to emergencies as they occur and in co-ordination with CAFOD’s Emergency Response Team.
• Keep up to date with development and emergency issues and trends, both within the relevant country, specific sector, and more generally.
• Monitor the political and security context to contribute to CAFOD’s organisational risk assessments and security plans.
• Develops, implements and maintains monitoring, evaluation and learning (MEAL) tools, including the use of standardized indicators.

Managing effective relationships with partners
• Develop, nurture and manage relationships with CAFOD’s partner organisations in line with the principles and standards set in our Partnership Policy, guidance and tools, the Partner Funding Agreement and in agreement with the Country Representative.
• Work with partners to regularly assess the quality of the relationship, ensuring that effective communication channels are in place, and that any shortcomings are addressed.
• Invest in partners’ capacities, by jointly identifying needs, developing plans to strengthen capacities, identifying sources of support, and allocating resources either through a facilitator or by direct provision of specific capacity strengthening support. Support partners in accessing the tools and support required to successfully implement capacity development plans.
• Organise, accompany and carry out partners’ technical monitoring and support visits.

Internal and external representation
• In co-ordination with the Country Representative, develop, nurture and sustain relationships and effective communications with relevant stakeholders, including local government, national networks and other agencies working in Uganda. This will include other Caritas & CIDSE agencies.
• In agreement with the Country Representative, sustain relationships with relevant bi-lateral agencies, including DFCO and the EC, seeking opportunities for programme funding, where applicable.
• Communicate with other teams within CAFOD to ensure that the programme is well understood, and that information is available for fundraising and other communication, including publications, media briefings, education, etc. This may involve participation in sessions/events with Supporters, communities of practice, working groups, etc.

Financial management and monitoring of programmes and projects
• In close co-operation with the relevant roles in the finance and funding teams, prepare, manage and monitor budgets relating to both CAFOD and partner-led expenditure, as agreed with the Country Representative.
• Deliver the programme within agreed budgets or instigate budget revisions according to evolving needs, in line with CAFOD’s finance guidelines and procedures.
• Develop relevant risk registers and monitor them in conjunction with the Country Representative.
• Where appropriate, commission and manage (with partners) audits for programmes and projects.
• Carry out partner financial profiles and reviews (Mango Health Checks) regularly in co-operation with the finance team.
• Carry out pro-active partner financial monitoring, in co-operation with the Finance Officer and HQ programme accountants; ensuring that all project files are complete with no missing finance / programme documents.

Communications and Advocacy
• Prepare regular humanitarian situation updates (SITREPs) for Uganda as per agreed schedule and format.
• Promote, capture and disseminate learning from partners and programmes, and ensure that this informs future programme development such as case studies, photos, testimonies etc.
• Contribute, where appropriate and in agreement with partners, to advocacy and information work in support of partners efforts, with relevant stakeholders in the region and/or globally.
• Identify opportunities and entry points for issues that would benefit from advocacy efforts in country including ensuring partner security in advocacy work.
• Establish alliances with government officials at the national and county level, CSOs, and media organisations to promote dialogue, citizen engagement, policy reform, and accountable governance.

Systems and compliance
• Effectively use CAFOD’s programme management information systems to ensure programme and project information on WebPromise is up to date. This will include producing management information to support decision making.
• Ensure compliance with agreements, regulations and requirements attached to our work.
• Ensure all programme related documents are uploaded and stored on Web Promise; and dormant projects are timely and appropriately closed.

Thematic focus: Lead on Resilience
• Provide technical support in the design, implementation, monitoring and evaluation of all the Uganda Core Programme components ensuring alignment to Our Common Home, Integral Ecology Model Approach and the related 10 Integral Ecology Characteristics.
• Lead on and support the appropriate design of resilience, emergency response and peace building programme; as well as developing and or accessing tools for monitoring programme impact.
• Oversee, monitor and supervise contracted (consultants/accompaniers) programme works to ensure high quality works that meet the set parameters and adhere to national and international quality standards.
• Monitor implementation of Uganda Core Programme (Caritas Gulu, Caritas Moroto & Caritas Kotido) ensuring that strategic and operational objectives are achieved effectively in line with
• CAFOD’s overall policies - includes coordination of partner work, monitoring of expenditure, work plans and project activities.
• Complement partners’ thematic understanding on Resilience, Food Security/ Livelihoods, peace building and advocacy that contribute to the development of relevant interventions.
• Identify and address partner capacity gaps on Resilience, Food Security/Livelihoods, WASH and Peace building in consultation with the Country Representative.
• Work with the Country Representative to produce and disseminate high quality project reports, information, and materials for communication and to support fundraising initiatives within CAFOD and with the partner.
• Identify relevant development and humanitarian coordination mechanisms and actively engage in prioritised coordination clusters – Resilience, Food Security /Livelihoods and WASH and contribute to organizational learning.
• Complement partners’ thematic understanding on and in effective integration Peace building and advocacy as Integrated programming, contributing to the development of relevant interventions including participation, inclusivity, disability, transparency, accountability) and issues related to conflict sensitivity.
• Provide sound contribution to lessons learnt and best practices in the thematic area for example through the Governance COP and other learning platforms.
• Provide technical advice and support to partners in developing strong solid context analysis and identification of capacity building initiatives to better support partners and build linkages with relevant actors and stakeholders.

Desirable Criteria
• Thematic knowledge and experience in two or more of the following: Resilience, Food security/Livelihoods, WASH, Peace building & Governance, Emergency Response in the East Africa region.
• Clear understanding of policy issues and international and national legal laws impacting development and humanitarian context in Uganda.
• Understanding and experience of institutional funding priorities, trends and donor conditions.
• Experience using programme cycle management tools effectively to deliver work within an agreed programme framework.
• Experienced in working with and committed to developing the capacity of local partner organisations / National NGOs.
• Understanding and experience in programme and project financial management.
• Ability to learn and adopt on-the-job, and an interest in learning about varied contexts, issues, strategies and approaches related to CAFOD’s programming.
• Ability and willingness to travel (approximately 12 weeks per year), sometimes at short notice and to areas of potential risk.
• Language: Fluency in English.
