Job Summary
Review and monitor the implementation of systems and procedures for project evaluations and outcomes of activities in Baylor-Uganda for purposes of cross-organizational and program learning and as well providing technical support in the assigned program(s) in line with Baylor Uganda’s mission.
Overall Responsibilities
1. Planning and Strategy Development
• Support in the development of knowledge management policies, strategies and SOPs.
• Participate in the development of a 5 years knowledge management strategy based on holistic strategic thinking.
• Support in the development of systems and procedures to enhance periodic knowledge management activities
2. Learning & Knowledge Management
• Provide technical guidance on the efficiency of implementing project activities under Baylor Uganda’s project(s) to all project staff.
• Support documentation and sharing of what best practices/working strategies or approaches through rapid evaluations/assessments during the implementation of the project.
• Support knowledge transfer of evidence-based strategies within Baylor-Uganda projects.
• Develop and support the writing and implementation of project evaluations – mid-term and end-term evaluation to establish the current preliminary status and progress level as well as the impact of programs/projects in line with Baylor program/project objectives.
3. Research Proposal Writing
• Identify opportunities for operational research and support the writing of fundable research opportunities within the project and present scientific reports addressing research questions in line with Baylor research policy.
4. Capacity Building
• Build capacity of Baylor-Uganda staff in writing research protocols, abstracts and manuscripts for publication; encourage them to publish and monitor the dissemination of these publications in line with Baylor Research policy and donor funding protocols.
5. Reporting
• Prepare knowledge management activity reports as requested.
6. Team Leadership & Development
• Appraise, coach and mentor direct reports.
Required Qualification, Experience and Competencies:
Qualifications:
• A relevant Master’s Degree
• A Bachelor’s degree in Medicine/ Social Sciences/ demography.
• Post-Graduate qualification in Monitoring and Evaluation is an Added Advantage
Experience:
• 5 years’ experience in conducting program evaluations
• Experience in conducting Implementation or operational research
• Experience in documenting & sharing best practices within HIV related projects.
• Knowledge of district health systems and protocols
• 5 Years Relevant Experience
