Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Programme Policy Officer (Information Management and Performance Reporting) to be based in Kampala. The selected candidate will be employed on Fixed Term.

ORGANIZATIONAL CONTEXT
To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.

JOB PURPOSE
To support all Operational Information Management and Performance Reporting (OIM & PR) activities and contribute to the establishment and presentation of standard and consistent operating picture of WFP operations and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.

KEY ACCOUNTABILITIES (not all-inclusive)
• Ensure that standard OIM & PR procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance reporting across WFP.
• Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
• Collate and assist in the dissemination of political and humanitarian analysis pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP's operational reporting.
• Collate, analyse and communicate the 'Essential Elements of Information', pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country level.
• Contribute to the implementation and further development of the SPR Intelligent Next Generation system (SPRING). Support the preparation of Standard Project Reports (SPRs) for the Annual Reporting Exercise in collaboration with the country office programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
KEY ACCOUNTABILITIES CONT'D
• Collaborate with counterparts internally and with other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
• Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information and performance reporting through assisting in the delivery of the OIM & PR training on core competencies.
• Guide and supervise more junior staff as required, acting as a point of referral and supporting them with more complex analysis and queries.
• Contribute to identifying Corporate Performance Reporting Improvements.
• Support the drafting of, and contribute to, any OIM & PR related normative guidance as required. Contribute to initiatives for developing improved, streamlined, and harmonized OIM & PR.
• Support the development, implementation and assurance of defined quality standards in all processes and products.
• Any other duties as required.

Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

STANDARD MINIMUM QUALIFICATIONS
Education:

• University degree in Political Science, Economics, Statistics, Information Management Systems, Computer Science, or Journalism, Business Management, Social Sciences or other relevant field.
Experience:
• At least seven years or more of professional experience as an OIM/R officer or in a related functional role.
• In-depth knowledge of WFP processes, systems and OIM/R requirements is a merit.
• Excellent oral and written communication skills, able to clearly articulate insights to external stakeholders and stakeholders within WFP;
• Strong understanding of OIM/R concepts and principals with a broad knowledge of best practices, techniques and processes;
• Strong analytical skills with the ability to analyse and interpret information and draw out the key messages;
• Capacity to produce high quality products when working under pressure and with competing deadlines;
• Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds;
• High capacity for organization and cross-functional coordination, as well as an ability to work with a high degree of independence in a team environment;
• Ability to adjust own communication style to different internal and external audiences and purposes;
• Ability to lead, motivate and develop less experienced/more junior staff.

Knowledge & Skills:
• Strong written and oral communication skills, including substantive analysis and report writing skills.
• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Language:
• International Professional: Fluency (level C) in English language
