JOB DETAILS:
Established in 1961, Uganda Cooperative Alliance (UCA) is the Apex/Umbrella body of all registered cooperative societies in Uganda. the law mandates UCA to consider and make recommendations to the Government on matters of policy relating to the cooperative movement, make representations to the Government as it may think fit in relation to any matter affecting registered cooperative societies in general or in particular and to settle disputes in Cooperative societies. UCA is also mandated to carry out capacity building and resource mobilization for cooperative growth and development through her established structures across the country. Based on her mandate in farmer institutional development for rural transformation, Uganda Cooperative Alliance (UCA) in partnership with Agriterra and Wageningen University and Research – Wageningen Centre for Development Innovation (WUR-WCDI) are implementing “Farmers’ Organisations for Rural Transformation (FORT) project” as a consortium. It is therefore, on this background that UCA is seeking to recruit a highly qualified, competent, self-motivated, dynamic and highly innovative and creative project manager/Lobby and Advocacy officer to join and lead the project team and also drive the project and UCA lobby and advocacy agenda.

Job Summary:
The successful candidate shall be expected to provide excellent leadership of the FORT team in the implementation of project activities in five regions of Uganda, including Lango, Busoga, Elgon, Western and Southwestern regions, with a total of 27 districts. As a team leader, the person shall ensure improved position of FOs versus public and private actors to contribute to a more enabling environment for Smallholder farmers by supporting FOs in enhancing their external agency through advocacy, coalition-building, networking, and partnership development.
Key Duties and Responsibilities:
• Define program objectives, scope, and deliverables in alignment with the FORT project goals and objectives.
• Take an administrative role of the FORT Project team to ensure efficient and effective implementation of project activities in line with the project goal and objectives.
• Take close supervision, mentorship and technical backstopping of the project team to ensure timely implementation and reporting.
• Conduct program reviews, lessons learned sessions, and post-implementation assessments to capture insights and best practices.
• Track program metrics and key performance indicators (KPIs), analyzing data to evaluate program effectiveness and identify areas for improvement.
• Monitoring and evaluation of staff performance against the set standards and Key Performance Indicators (KPI’s).
• Ensure compliance with organizational policies, procedures, and standards throughout the program lifecycle.
• Drive a culture of accountability, transparency, and continuous improvement within the project team and across the organization.
• Develop and maintain a calendar of key advocacy activities, meetings ensuring alignment with UCA’s overarching strategy.
• Develop tailored capacity-building programs to strengthen the advocacy and operational capabilities of member organisations.
• Organise and provide logistical support for in-person and virtual events, including training sessions, capacity-building webinars, and meetings.
• Facilitate communication, interaction, and information sharing between implementing partners, other partners and stakeholders.
• Attend and represent UCA in various local, regional and global advocacy platforms and forums.
• Facilitate, coordinate, develop, implement and track advocacy strategies, plans and activities.
• Formulate and deliver a clear and effective advocacy and lobbying program and activities including the development and dissemination of advocacy and lobbying change stories and messages.
• Conduct an analysis and report on the changes and impact of the advocacy and lobbying work and messaging.
• Initiating and supporting the development of advocacy materials to achieve the Break Free Program's common advocacy goals and intended outcomes.
• Prepare monthly, quarterly and annual reports to document progress, achievements, and lessons learnt as required by the donor.
• Provide clarity on annual advocacy progress, identifying key milestones and advancing project and UCA’s strategic goals.
• Build the advocacy capacity (knowledge and skills) of partners to effectively advocate at local, national, regional and global level.
• Any other duties as may be assigned by the supervisor.
Person specifications
• Must be a holder of a Bachelor’s degree of Law, Business and Development studies, Project planning and Management and or marketing from a recognized university/institution
• Master’s degree in related field will be an added advantage.
• Post Graduate course in Lobby and Advocacy, cooperatives, project planning and management, M & E, and or Human resource management is an added advantage
• Member of a professional body will be an added advantage
• Have knowledge and relevant work experience of not less than five (5) years working experience in a senior management position in a reputable organization.
• Proven ability to quickly grasp project and UCA Business and be able to make sound decisions
• Proven organizational and stakeholder management skills is a key requirement for this position
• Be a highly networked person with ability to build and maintain relationships beneficial to UCA team
• Proven track record of achieving results in related activities.
Requirements/ Skills:
1. Comprehensive understanding of lobby and advocacy especially in farmer organizations and cooperatives using different tools
2. Comprehensive understanding of projects: proposal writing and management
3. An understanding of the activities in the cooperative sector, public and private sector.
4. An understanding of lobby and advocacy
5. Multitasking and time-management skills, with the ability to prioritize tasks.
6. Superior written and verbal communication skills
7. Well-developed computer skills, including proven ability to maintain/update websites, and other social platforms
8. Understanding of the internet, social media, multi-media tools and desktop publishing.
9. Reporting skills and deadline-driven
10. Attention to detail and social media practicality
