Responsibilities
Key Responsibilities
The Project Manager will be in charge of;
• Disciplinary and technical supervision of all GIZ staff members who report directly to her/him.
• Conceptualization of GCM (and other climate change projects) program activities.
• Management of GCM workplan activities and operationalization including for the Green Economic Recovery (GER), Green Cooling Initiative (GCI) projects, etc.
• Budget management for GCM, GCI, GER projects, etc.
• Coordination of operations of the Eastern Africa Alliance on Carbon Markets and Climate Finance.
• Strategic level planning to guide implementation of the GCM, GCI, GER program activities among others, including development of planning documents.
• Engaging government, private sector, development partners, other commissions and other key stakeholders to facilitate project implementation.
• Overseeing project reporting to HQ, the Commission and Government partners.
• Representing both GIZ climate change work in relevant fora on a national or international level relating to our activities.
• Part of, and actively contribute to the development of the GIZ energy and climate cluster management team in Uganda.
• The Project Manager performs the following tasks:

Specific Tasks
Project steering and Management
• Manage GCM, GER, GCI, etc workplan activities and operationalization.
• Make strategic decisions, monitor, and manage budgets for all the relevant climate projects (in cooperation with finance manager and in consultation with HQ).
• Coordinate and engage with partners e.g., the Environment and Climate Change Donor working Group, RCC Kampala, UNFCCC, UNDP, GGGI etc, as well as GIZ programs of national and regional activities.
• Provide advisory services for BMWK, BMUV, BMZ, German Embassy in Uganda, on matters related to climate change, carbon markets and climate finance whenever required.

Coordination and technical backstopping
• Provide direction for and support the engagement process with public and private partners and relevant stakeholders on topics of carbon markets, article 6 of the Paris Agreement, climate change mitigation and NDC implementation.
• Coordination of project activities of the East African Alliance on Carbon Markets and Climate Finance. Oversee the operations of the Alliance coordinator, workplan activities and lead on the engagement with collaborating Partners.
• Support cooperation with the Ministry of Energy and Mineral Development, Uganda to strengthen mainstreaming of climate change into the activities of the energy sector.
• Lead cooperation with the East Africa Community Secretariat. Coordinate technical and financial support and communication with EAC Secretariat in accordance with workplan.
• Provide technical advice on carbon markets and Climate finance to the Ministry of Finance e.g., through the Green Economic Recovery project.
• Steer strategic cooperation with the GCM Global project and with GCM projects in other countries, for knowledge sharing and peer-peer exchange on relevant activities.
• Cooperate with the GIZ Energy and Climate Cluster projects, other GIZ projects, and the country office on aspects of mainstreaming climate change action in project activities.
• Communication and Knowledge management
• Supervise the development and dissemination of public relations materials that increase the visibility of the project among relevant stakeholders.
• Direct the preparation of communication materials such as project fact sheets and power point presentations.
• Oversee and support the drawing up of periodic reports to GIZ HQ and Government Partners, activity reports, preparing and maintaining project databases.
• Organising and updating project documentation, the filing systems and the virtual project library.

Other Duties/Additional Tasks
• Is familiar with GIZ-specific planning, implementation and reporting procedures and its changes.
• Is familiar with other programme components and GIZ-projects and states of implementation as well as with related experts and staff.
• Supports the organisation and takes part in planning and review meetings of the GIZ and Climate Cluster program.
• Performs other duties and tasks at the request of management.

Qualifications

• Master’s degree in Climate Change Policy or Law or professional qualification in Environment or Natural Resource Management and related fields.

Details of experience
• 8 years’ professional experience in areas directly relevant to the implementation of climate change related projects, finance, climate policy or research.
• Experience in carbon markets and climate change mitigation projects.
• Experience in the United Nation Framework Convention on Climate Change (UNFCCC) processes such as the participation of Conferences of the Parties (COP) or supporting implementation of NDCs.
• First experience with staff coordination or indirect staff management is an advantage.
