Project Officer – SEFULAC Project (1) position

Share an Opportunity Uganda (SAO-U) is a Christian child-centred organization. SAO-U with a vision of a holistically developed child within the community and a mission of empowering communities to provide for holistic child development.

The SEFULAC project is under the consortium with funding from the Europen Union. The project aims to end child labour in the districts of Abim, Amudat, Jinja and Namayingo. Specifically, SAO Uganda will be implementing the project in the Abim District and therefore seeks qualified candidates to fill the above position.

Job Summary: The Programme Officer will be responsible for planning, coordinating and leading the implementation of activities aimed at improving the labour market integration of young people from their respective locations. Under the supervision of the Programme Area Coordinator, the candidate will be responsible for planning, coordination, implementation, monitoring and reporting of the related project activities. Strategies should drive towards empowerment of youth by the application and cooperation with the partners with continuous exchange with the project coordinator

Roles and Responsibilities
Implementation of programme plans
• Conduct capacity-building sessions with parents/caregivers to ensure they have improved parenting skills to care for their children.
• Empowerment of children to advocate for their rights to eliminate child labour.
• Establish and strengthen child rights clubs to enhance meaningful child participation and advocacy initiatives. Build capacity of child protection structures, teachers, School Management Committees and other community gatekeepers to ensure child protection and undertake initiatives to eliminate child labour.
• Coordinate with stakeholders on the development/reviewing/enforcement of bylaws on child labour.
• Engage youth and other stakeholders in community conversations on improving the quality of youth-friendly services. This also includes addressing barriers which prevent the delivery of quality child labour prevention services.
• Support out-of-school youth, child labour survivors and other children at risk to access and enroll for technical and vocational training including facilitating apprenticeships/placements with recognized private firms/local artisans.
• Coordinate the establishment of a functional community legal mobile court system to effectively respond to child labour issues.
• Collaborate with district local government, community leaders and other stakeholders to strengthen the child protection referral system to effectively respond and provide support (medical, education, legal, etc.) to child labour affected children.
• Support parents/caregivers to join Self Help Groups (SHGs) to enhance their participation in economic empowerment opportunities in their localities.
• Build capacity of parents/caregivers in entrepreneurship and business management skills using the IGA Selection, Planning and Management, and financial literacy methodologies.
• Conduct continuous project monitoring, evaluation and reporting including documentation of successes.
• Build the capacity of youth through their groups to ensure business growth.
• Coordination of mechanism on youth livelihoods is established and functioning at the community level.

Programme Planning and Budgeting.
• Participate in project design.
• Develop project annual work plan and budgets.
• Development of project activity implementation plans
• Participate in project implementation coordination meetings.
• Contribute to the development of requests for change in project design and budgets.
• Participate at meetings aimed at generating project reports, plans, budgets, and learning.

To facilitate Reporting, Resource Management and Documentation-
• Generate requests for funds and procurements needed to organize and conduct planned activities.
• Document activity implementation in a location.
• Generate timely reports according to SAO Uganda’s standards.
• Document and share change stories.

Required Qualifications, Experience and Competencies:
• Bachelor’s degree in social sciences, Social Work and Social Administration, Community Development, Development Studies or related fields and strong knowledge on development issues in Uganda such as child labour interventions, rights at work, and community/family strengthening interventions.
• A minimum of four years of experience in project management, community development with particular experiences working with children, youth and community structures and local governments at local and national levels.
• Experience in child labour-related interventions and economic empowerment is an added advantage.

This position involves working with an INGO committed to children and human rights and is subject to strict safer recruitment checks. The successful candidate will be required to complete safer recruitment checks including police and reference checks(certificate of good conduct) to help verify their suitability to work for SAO U. In addition to the candidates’ ability to perform the duties of the post, in the selection process will be also explored the motivation and approach of the candidate to safeguarding.

The job holder must be a hardworking, spiritually mature, focused and trustworthy individual that upholds a high sense of integrity and accountability and commitment to the vision, mission, values and aspirations of SAO Uganda

Ability to ride a motorcycle with a valid riding permit is a MUST. Females are strongly encouraged to apply.
