About This Job:
Q-Sourcing Limited trading as Q-Sourcing Servtec is a manpower management solutions firm operating in the East African Region in the countries of Uganda, Kenya, Tanzania, Rwanda, and South Sudan.
On behalf of our client, we are looking for a competent, skilled, and experienced Finance Operations and Controlling Manager to work in Kampala.

Purpose of the Role:
Our client is part of a Joint Venture between Veridos GmbH of Germany and the Office of the Presidency with the mandate to produce all security documents and systems needed by the Government and public of Uganda. The Finance Operations and Controlling Manager reports to the Finance Director (FD) with the aim to support in building Commercial Sales, Controlling, Forecasting and Accounting Integration and Compliance.

Main Responsibilities:
Partner with sales and manage all financial aspects of tenders under PPDA for customers mainly from Government Agencies. Support in Financial Controlling of the P&L, Balance Sheet of the Company. Support in generating business cases and reports such as budgets (targets), actuals, forecasts which need to be delivered to the shareholders customers and financial institutions providing debt financing.
Key Tasks:
• Supports the FD to build the financial operations platform of the Company. Co-ordinates implementation of Finance and Controlling Tools. Ensures that appropriate structures, processes and systems are implemented to fulfil financial accounting requirements under International and Local IFRS.
• Responsible to internalize accounting for the company. Support in assurance of accurate monthly closing for the Company.
• Leads the Budgeting (Target Setting) and forecasts for both the P&L and the Balance Sheet and ensures data quality and integrity.
• Oversees the cash flow of the entity. Ensures tax efficiency of the business. Supports in Local Tax Compliance / VAT Compliance. Deferred Tax calculations.
• Responsible to build internal controls for finance
• Interface to the customer for financial issues
• Manages external auditors
• Prepares financial reports with actuals, forecast compared to budget,
• Supports sales in commercial aspects for tenders. For example, payment terms, calculate risk contingencies, ensures adequate cash flow, calculates the mark up to ensure the Company’s SG&A is covered.
• Owns the Company’s overall Business Case and adapts it as needed.
• Supports Procurement with all commercial and financial aspects.

• Expert in legal entity financial management & processes.
• In depth local legislation – and IFRS knowledge.
• Analysing, achieving goals and objectives.

• Business Cases and expert in Excel
• Ability to motivate, be a team player, lead and control

Interfaces and Reporting:
FD, Sales, Chief Accountant, URA, Ministry of Finance, Audit General, Solicitor General, External accountants, Procurement, suppliers and shareholders.
Organizational unit and reporting (solid/dotted line, fixed/assigned):
The Head of Finance Operations reports directly to the FD and is the consultant to the FD with the aim integrating all financial process required to maintain compliance, accuracy in the closings along with owning the Budgeting Reporting processes to all respective parties.

Qualifications:
• Education: Bachelors’ degree and the relevant professional qualification like ACCA, CPA, CIMA, CFA.
• Preferably but not a must: A Masters degree with specialisation in accounting and/or Finance from a recognized University.
• Working experience and other relevant skills.
• The job requires practical and relevant working experience of at least 5 years in finance operations and or accounting preferably in consultancy in the fields of, operations, process and finance tools implementation and controlling in an international environment. Experience in working with start-ups is a plus.
