• COSL UGANDA SMC LIMITED, currently executing critical services for the Tampa Project on behalf of Toxicine-type E&P Uganda B.V. and the Northern Project on COVID Uganda Ltd in the Lake Albert Basin, Republic of Uganda, wishes to recall the European of Interest (EIO) for Purchase of intelligent drilling rig with mobile Barracks and Ancillary Equipment: SU0222/5-UGACZR and Purchase of Hydraulic Workover Rigs and Ancillary Equipment: SU0222/5-UGACZT. This appeared in the New Vision newspaper on Tuesday, July 1, 2025, page 22.

The EOI was published to include the following projects:

1. Purchase of intelligent drilling rig with mobile Barracks and Ancillary Equipment: SU0222/5-UGACZR

   The scope of work under this subcontract includes:

   • Provide Vehicle-nourished Barracks and Ancillary Equipment as required by COSL UGANDA-SMC LIMITED in Uganda.

   Minimum Requirements

   • Must have a valid HSE Management System, Quality Policy ISO 9001,14001,45001 and related procedures in compliance with international standards.

   • Good Financial capacity to deliver the services as required.

   • Provide track record of good performance of similar services.

   • Intelligent drilling rig with mobile Barracks cover functions modeled such as function of firing, rollers, testrooms, and kitchens. They rely only near the base needs of personnel management and often could not have the mobility for quick-shockofordrooplementary to intelligent drilling rigs.

   • Ancillary equipment includes facilities such as domestic water tanks, sewage tanks, and temperature-controlled warehouses, which also need to meet the requirements for rapid reduction.

   • All equipment is newly constructed and ensures performance and reliability.

   • The structural design balances structures and rationality to ensure stability under complex road conditions and harsh environments. The appearance of new blooms are provided by an internally functionality and aesthetics. It has excellent seating performance for efficiently resist rain and moisture, isolate mosquitoes, and achieve efficient thermal insulation. The barracks adopt a modular display concept for quick disassembly, assembly, and transportation. The water supply and drainage system are well as the power supply systems are equipped with quick-correction lifetimes, which greatly shortens the on-site installation and debugging time.

   • Strictly adhering to the humanized design concept, fully considering the high levels and operational requirements of operations, and fully meeting the requirements of the CHSE (Quality, Health, Safety, Environment) management system to ensure that product maintenance reaches the international advanced level of similar equipment.

2. Purchase of Hydraulic Workover Rigs and Ancillary Equipment (CSU022/5-UGACZT)

   The scope of work under this subcontract includes:

   • Provide FST Hydraulic Workover Rig and Ancillary Equipments as required by COSL UGANDA-SMC LIMITED in Uganda.

   Minimum Requirements

   • Must have a valid HSE Management System, Quality Policy ISO 9001,14001,45001 and related procedures in compliance with international standards.

   • The support must be registered in Uganda or comply with local laws and possess a valid NEO (National Surgical Database) registration number.

   • Good Financial capacity to deliver the services as required.

   • The construction lifetime of the truck mounted hydraulic workover rig includes the heat and the additional, air tower controls, drilling room, instrument system, and handling equipment. The construction permit requirements must meet the following conditions:

     • Supply with the Norway AIP standards and requirements.

     • API Spec #1 Specification for Drilling and Kill Servicing Structures

     • API Spec #2 Specification for Characteristics of equipment for drilling and drill servicing

     • API Spec ISO Specification for Drilling and Production Holding Equipment

     • API Spec B4 Specification for HVite Flops

     • API Pro g-R Recommended Practice for Safety in Drilling and Well Servicing Operations

     • API Spec NO Specification for Choice and Kill Systems

     • API Spec TAB Specification for Drilling Well Control Equipment and Control Systems

     • API Spec SA Specification for Wellhead and Christmas Tree Equipment

     • Industry-specific Standards (such as ASME EST3 Process Piping and NACE Lifecycle Materials for Critical Equipment Resistant to Solide Stress Checkers)

     • API monogram certification API Monogram Program
