Job Title: Replacement Housing Officers– EACOP Uganda
Reports to: EACOP Uganda Projects and Construction Engineer Staff Managed
Based in: Site/Field

Mission/Service Dimensions
The East African Crude Oil Pipeline (EACOP) Project involves the construction and operation of a buried, cross-border pipeline to transport crude oil from the Lake Albert area in Uganda to the eastern coast of Tanzania for export to international markets. The pipeline will run from Kabaale in Hoima District, Uganda, to Chongoleani, Tanga
Region, in Tanzania. The length of the pipeline is 1,443 kilometers (km) of which 296 km will be in Uganda. In Uganda the pipeline will traverse ten (10) Districts, comprising Hoima, Kikuube, Kakumiro, Kyankwanzi, Mubende, Gomba, Sembabule, Lwengo, Rakai and Kyotera.
EACOP Uganda is developing its team of Replacement Housing Officers. These Officerswork within the EACOP Land & Social Team and are responsible following up the construction work and to ensure that housing construction is done according to the scope of work, regulatory requirements and HSE aspects The Officers report to and are managed by the EACOP Uganda Replacement Housing team. The positions are field based.

Activities
EACOP Uganda Replacement Housing Officer will act as a superintendent to supervise the Contractors during housing construction and to liaise with the Project Affected Person (PAP) when needed.
S/he shall supervise the housing contractor activities:
• Monitor the timely delivery of the houses by the housing Contractors as per the schedule in their area of jurisdiction
• Alert EACOP housing construction team in case of site construction delays and propose technical contingencies to assist Contractors
• Ensure that the Contractors’ activities meet the Planning dossier specifications and Contractors’ plan
• Ensure that all statutory requirements for construction are taken into account by Contractor prior to commencement (approved drawings and permits documents requirements)
• Assist the contractors in solving site technical problems in coordination with site engineers
• Follow-up and reporting on construction phases on daily basis based on reporting template provided by Company
• Ensure continuous compliance by the contractor to HSE contractual requirements as stipulated in the approved HSE Plan and other provisions
• Relay any relevant HSE information to the HSE Lead for further follow up and improvement
• Liaise with QA/QC Contractors to ensure approval process is validated on time and as per schedule
• Record stakeholders’ grievances and liaise with PAPs on issues linked to replacement housing construction activities with the support of the engineering team and Community Relations team

Context and Environment
She/he will work under the management and supervision of the EACOP Uganda Projects and Construction Engineers and are required to demonstrate exemplary behavior with regard to compliance and HSE rules & requirements.
She/he shall be field based.

Accountabilities
The Replacement Housing officer must
• Alert company in case of delays
• Ensure the compliance of the house construction with the technical specifications provided
• Ensure that the contractors operate as per their contractual requirements
• Ensure Contractors respects the HSE management plans and have the requisite procedures in place, as approved by EACOP
• Ensure the timely approval of QA/QC contractors as per the agreed schedule

Qualifications and Required Experience
Professional Experience:
• Minimum 5 years professional experience in supervision of building construction projects in a busy and widespread environment and experience working with rural communities and/orstakeholder engagement.
• A superintendent with 5 years’ experience is desirable.

Qualifications:
• Diploma in Civil Engineering or Building Construction or equivalent.
• HSE background highly recommended. Bachelors degree in Social, land or related subject is an added advantage.

Technical Competencies:
• Good computer skills, competent with AutoCAD and report writing. Should possess a valid driving permit with a clean driving record.
Behavioral Competencies:
• Detail oriented person, highly organized, systematic working, strong team worker.
• Proven ability to work independently and meet deadlines. Self-motivated, and proactive in carrying out the activities of the job.
• Excellent communication skills with proven ability to develop and maintain good relations with stakeholders.
• Fluency in English (written and spoken) and knowledge of either Luganda, Lunyoro or Runyankore, Rukiga and other local languages commonly spoken in the project area is recommended.
