FORT PORTAL-MUBENDE PROJECT

Background:
Baylor College of Medicine Children's Foundation- Uganda (Baylor-Uganda) is an indigenous not-for-profit child health and development organization affiliated with the Baylor College of Medicine International Pediatric AIDS Initiative (BIPAI), a Network of pediatric HIV/AIDS care and treatment Children's Clinical Centers of Excellence and international program offices in 11 countries across Africa, Eastern Europe, and North America. Our mission is to provide high-quality family-centered health care, education, and research. We seek to see a world where children and their families live healthy and fulfilled lives.

Baylor-Uganda received a 5-Year grant (2023-2028) from PEPFAR through the Centers for Disease Control and Prevention (CDC) to implement the Fort portal-Mubende Multi-Regional Mechanism project to accelerate and sustain HIV epidemic control in 15 districts (Bundibugyo, Ntoroko, Kasese, Bunyangabu, Kabarole. Kamwenge. Kitagwenda, Kyenjojo, Kyegegwa, Mubende, Kassanda, Mityana, Nakaseke, Kiboga, Kyankwanzi), and Fort portal Tourism city beginning 1" October 2023. This project will provide technical assistance to all the districts and community structures. This project aims to strengthen the capacity of the Government of Uganda's institutions and local organizations to plan, implement and monitor the HIV response; and achieve and sustain the UNAIDS 95-95-95 goals towards sustainable HIV epidemic control by 2030.

Under this project, Baylor-Uganda will implement a district- based package of quality integrated HIV/AIDS and tuberculosis (TB) prevention, care, and treatment services to achieve a significant, efficient, measurable, and sustainable impact on the beneficiary populations. A key approach to achieving the project objectives is to work with the district structures, Civil Society Organizations (CSOs) and Community-based Organizations (C80s) to strengthen community systems to deliver sustainable person-centered HIV and TB prevention, care, and treatment services at the community level through efficient bi-directional community-health facility referrals and linkages.
Baylor-Uganda is pleased to announce the intent to partner with and fund Civil Society Organizations (CSOs) and Community- Based Organizations (CBOs) with demonstrable experience
and expertise in implementing successful community HIV/ AIDS/TB interventions. Specifically, we are seeking for CSOS/ CBOs to implement: a) HIV prevention among Adolescent Girls and Young Women (AGYW) using the Determined, Resilient Empowered, AIDS Free, Mentored, and Safe (DREAMS) intervention in the districts of Mityana, Kassanda, Mubende, Kabarole and Fort portal city; b) HIV prevention, care and treatment for Key and Priority Populations (KP/PP) in all project supported districts mentioned above; and c) bi-directional community-health facility framework, linkage, referral and bring back to care services for people living with HIV in all project supported districts

Legally Eligible Applicants are credible organizations, including NGOS/CBOs/FBOs that are

i. Organized and registered under the laws of Uganda. ii. Target needs of the vulnerable and underserved groups among the beneficiaries such as people living with HIV/ AIDS and/or KP/PP, Children/Adolescents affected & living with HIV, Adolescents, Girls and Young Women.
iii. Physical location of the organization in the district, although not mandatory, will be of advantage.
Successful organizations shall be sub-granted on a quarterly basis to implement activities tailored to achieve and sustain HIV epidemic control and eliminate mother-to-child transmission (EMTCT) in the above target districts.
