East African Crude Oil Pipeline (EACOP) Ltd ("EACOP Ltd") invites experienced and reputable companies to express their interest in providing goods and services for photography and video documentation services.  

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania.  

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES The selected provider shall be required to deliver high-quality photography and videography services tailored to the needs of the EACOP project. These include but not limited to;  

• Professional Photography: Capture high-resolution images that accurately reflect the project's scope, progress, and impact.
• Cinematic Videography: Provide end-to-end filming and video production, delivering high production quality.
• Brand Integration: Align all video content with EACOP's messaging, branding, and communication objectives.
• Creative Collaboration: Work closely with EACOP to develop concepts and creative ideas that reinforce the brand identity.
• Permits & Permissions: Secure all necessary approvals for relocation shoots.
• Event Coverage: Document company events, conferences, and workshops through photography and videography, etc.

MINIMUM REQUIREMENTS
Companies or organizations expressing their interest are invited to document their request with:

• Certificate of Incorporation, Trading license and other relevant certification.
• Proof of registration to the National Supplier Database (NSD) maintained by the Petroleum Authority in Uganda.
• Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year available.
• Profiles of key personnel to be involved in the project, including certifications, qualifications, and experience.
• Compliance with the Petroleum Midstream National Content Regulations, 2016.
• Experience, performance, and capacity to provide the required services in a professional and satisfactory manner. Company profile should be attached as part of the documents submitted. (Provide reference letters for similar work carried out)
• Audited Financial Statements for the last three years
• Proof of signed Anti-corruption, Anti-bribery, code of conduct, Compliance and Human Rights policies.

Companies which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending together with the documents stated in the above section through an email to procurement.ug@eacop.com on or before 30th April 2025 by 16:00 hours East African Time (EAT). Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in English language.

NOTE: EACOP Ltd will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid on a continuation of the call for tender process. EACOP Ltd reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.

The East African Crude Oil Pipeline (EACOP) is a 1,443 km crude oil pipeline that will transport crude oil from Uganda's oil fields in Hoima district to the Tanzanian port of Tanga. • Equipment: The provider should have access to state-of-the-art photography and videography equipment, including drones, underwater cameras, and other specialized tools.

• Cultural Sensitivity: The provider should be sensitive to the cultural context of the project and should be able to capture images and videos that are respectful of local communities.
