Request For Expression of Interest: Provision of Office Space tender at East African Crude Oil Pipeline (EACOP) Ltd in Sembabule District

East African Crude Oil Pipeline (EACOP) Ltd ("EACOP Ltd") invites experienced and reputable companies to express their interest in providing goods and services for office space in Sembabule district.  

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania.  

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES EACOP is seeking a credible lessor to provide office space in Sembabule district. The property should meet the minimum requirements as described here below:  

• Two (2) office spaces/rooms (minimum of 14m² each)
• Living room (minimum of 18m²) to be used as a meeting room
• Storage room (at least 10m²)
• One (1) kitchen area
• Two (2) flush toilets open to modifications
• Parking space for a minimum of 4 cars (paved)
• Pit latrine (if possible) Property should have water and electricity supply. Property specifications shall provide minimum level of security (e.g. appropriate metallic doors, windows, fencing, appropriate lighting outside the building). Air-conditioning is preferable.

The service shall also include the provision of:

• Security services (24/7)
• Maintenance of the building by the owner
• Daily cleaning services provided by the owner
• Back-up generator Dedicated space for a signpost visible from the street should be included. If possible, space for a notice board in front of the property could be made available.

MINIMUM REQUIREMENTS

 Companies or organizations expressing their interest are invited to document their request with:

• Certificate of Incorporation, trading license and other relevant certifications.
• Evidence of financial capacity to deliver the services required in financial statements.
• Proof of registration to the National Supplier Database (NSD) maintained by the Petroleum Authority in Uganda.
• Proof of registration with the Uganda Revenue Authority (URA) and Tax Clearance Certificate for the latest year available.
• Appropriate licensing and permits from relevant city authorities.
• Compliance with the Petroleum Midstream National Content Regulations, 2016.
• Proof of signed Anti-corruption, Anti-bribery, code of conduct, Compliance and Human Rights policies.

Companies which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending together with the documents stated in the above section through an email to [email address removed] on or before 10th April 2025 by 16:00 hours East African Time (EAT). Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in English language.

NOTE: EACOP Ltd will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid on a continuation of the call for tender process. EACOP Ltd reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision without having to give reasons to the company concerned.

About EACOP Project:

The East African Crude Oil Pipeline (EACOP) is a 1,443 km crude oil pipeline that will transport crude oil from Uganda's oil fields in Hoima district to the Tanzanian port of Tanga.
