## REQUEST FOR EXPRESSION OF INTEREST FOR KINGFISHER CPF LABORATORY EQUIPMENT PURCHASE, MANAGEMENT SYSTEM AND ISO SYSTEM ESTABLISHMENT AND SERVICE (RFP.CUL.LD.00764)

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Discovery Area located in Kikuube District in the Albertine Region.

CNOOC invites Expression of Interest (EOI) from Professional Competent Companies to provide Kingfisher CPF Laboratory Equipment Purchase, Management System and ISO System Establishment and Service as outlined in the scope of work below.

SCOPE OF WORK

To support normal operations in Kingfisher project, it requires to build an international standard laboratory for onsite scientific, risk and accurate testing and analysis services for crude oil and gas samples.

The Supplier shall perform the work including, but not limited to the scope described hereunder:

1. Purchase: transport, installation and debugging laboratory equipment and spare parts which used for crude oil/produced water/natural gas/LPG/produced water test, in accordance with industry/international standards;
2. Follow the laboratory description design drawing provided by the company, complete the installation of the laboratory table, connection of water/power set;
3. Provide CPF laboratory ISO procedures and management manuals;
4. Provide operation service and on-job training for local staff.

The Operation Services will cover a period of 3 years.

Minimum Requirements:

a) Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda for service providers in the oil & gas sector;
b) Experience of QHSE policy, procedure and process in compliance with the Ugandan petroleum regulations, the IFC Performance Standards and the International Industry standards;
c) Performance and/or provision of similar services, in Uganda, East Africa or international;
d) Suitably qualified and experienced personnel;
e) Operational capacity to provide the scope of services and equipment for a given package;
f) Financial capacity to undertake the eventual contract;
g) Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda;
h) Possession of relevant certification/licensing from national and international bodies;
i) Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations;
j) Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) (NATIONAL CONTENT) REGULATIONS, 2016. Any non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance;
k) Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender, or a tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary's bidding proposals shall be treated as null and void.

• Bidders who express interest but do not submit fully completed PQ documents shall not be considered for next steps.
• Request for proposals will be issued to those who shall have successfully passed the Pre-qualification stage.

CNOOC Uganda Limited is seeking qualified service providers for the establishment of an international standard laboratory at the Kingfisher Central Processing Facility (CPF). This includes equipment procurement, ISO system setup, and ongoing operational services for a period of 3 years.
