REQUEST FOR EXPRESSION OF INTEREST FOR PROVISION OF COMPANY VEHICLE FUELING SERVICES (RFP-CUL-LD-00740)

CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and Production Company, and the Operator of the Kingfisher Discovery Area located in Kikuube District, in the Albertine Region.
CNOOC Uganda Ltd requires the services of a suitably experienced and qualified Contractor to provide Company Services of Vehicle Fueling as outlined in the scope of service below.

SCOPE OF SERVICE

The successful bidder shall provide fuel to the company fleet using fuel cards all over Uganda preferably with more presence of retail outlets in Kampala, Hoima and Kikuube districts at a minimum.

The Supplier shall perform the following tasks described hereunder:

a) Fuel Card Service
The bidder must be capable of supplying Diesel (“AGO”) and Petrol (“PMS”) along with lubricants to Company fleet using fuel cards from any of the bidder’s retail stations in Uganda and record the cumulative consumption and invoice at the end of every month.

b) Time of Delivery / Fleet Refilling
The bidder shall ensure the timely delivery of the correct quality and quantity of fuel (diesel and petrol) upon request by the driver, available across the country without fail.

c) Data Management and Transfer
All refuels made using fuel cards shall be transmitted in real-time to the designated Company representative without errors.

d) Retail / Consumption Points
The company’s fleet shall have uninterrupted access to fuel through fuel cards in Kampala, Hoima, and Kikuube districts.

e) Staffing Requirements
The supplier must demonstrate the technical capability to execute the services outlined above.

The contract will cover a period of 60 months under a framework agreement arrangement and two framework contracts shall be signed with 2 suppliers.

REQUIREMENTS

1. Registration on the National Supplier Database (NSD) maintained by the Petroleum Authority of Uganda is mandatory.
2. Section (e) of the scope of service.
3. Interested parties shall prepare and process an expression of interest using reference "RFP-CUL-LD-00740."

MINIMUM REQUIREMENTS:

• Performance and provision of similar services in Uganda, East Africa, or internationally.
• Suitably qualified and experienced personnel.
• Operational capacity to provide the scope of services and equipment in a given capacity.
• Financial capacity to undertake the eventual contract.
• Compliance with the Local and National Content statutory laws and regulations of the Government of Uganda.
• Possession of relevant certification/licensing from national and international bodies.
• Preference shall be given to suitably qualified in-country registered entities demonstrating a commitment to statutory National Content requirements for oil and gas operations.
• Bidders should strictly comply with Regulation 9 (Priority of Ugandan goods and services during procurement) and Regulation 10 (Contracts for goods and services to be exclusively provided by Ugandan citizens and companies) of THE PETROLEUM (EXPLORATION, DEVELOPMENT AND PRODUCTION) NATIONAL CONTENT REGULATIONS, 2016.
  Non-compliance may lead to direct disqualification. And bidders should solely bear all the risks and consequences caused by the non-compliance.
• Parent company and its subsidiary are not allowed to participate in the bidding for the same lot (section) of a tender or tender not splitting into lots (sections). Otherwise, both the parent company and its subsidiary’s bidding proposals shall be treated as null and void.
