Job Description
The International Rescue Committee (IRC) is one of the world's leading crisis response agencies, providing life-saving assistance and supporting recovery and reconstruction for people affected by war and natural disasters. Active in public health, education, livelihoods, women's empowerment, youth development, and protection and promotion of rights, IRC assists people from harm to home.
The IRC has been working in Uganda since 1998 supporting refugees, vulnerable host communities and various institutions in the country notably the government, community-based organizations, the civil society, and the private sector. Currently, the IRC in Uganda has presence across six sub-regions and six refugee settlements, implementing programming in the sectors of health, protection, and rule of law (PRoL), women’s protection and empowerment (WPE), economic recovery and development (ERD), and education. IRC Uganda also implements cross-cutting programming focused on systems strengthening and accountability to affected persons. As part of IRC Uganda’s strategic ambitions, the IRC works closely with local actors, including civil society organizations, local non-governmental organizations, local and national governments, among others, to strengthen their capacity and with intentions of transferring more resources for locally led implementation and support to our clients.

Scope of Work:
The International Rescue Committee (IRC) has received a $10 million grant from the Conrad N. Hilton Foundation to implement a three-year project titled ‘Kulea Watoto’ – meaning ‘nurturing children.’ Kulea Watoto is an initiative aimed at improving early childhood development and transforming livelihoods of refugees and host communities in Uganda by providing nurturing care and early childhood learning opportunities, and to build their own skills to generate income for their families. The project will use a unique two-generation approach to reach out to young children under five years of age and their caregivers in Yumbe, Kyegegwa and Kampala districts, implemented in partnership with four local partners – the AfriChild Centre, Madrasa Early Childhood Program, Kabarole Research and Resource Centre and Literacy and Adult Basic Education (LABE). To achieve this, the project will offer learning sessions for parents and caregivers on responsive caregiving and the provision of early learning opportunities, improved links to children’s services in local communities, livelihood training, and start-up funding for promising business ideas, and more.
Reporting to the and the IRC Uganda MEAL Coordinator with dotted lines to the Project Coordinator Kulea Watoto, the RMEL Manager will strengthen the research and MEAL efforts, approaches, and systems to foster learning and accountability for our clients; The RMEL Manager will be responsible for coordinating all the research, baseline, evaluations, documentation, and knowledge management for Kulea Watoto project. The RMEL Manager will support Kulea Watoto program quality through the development, coordination, and implementation of enhanced research, monitoring, accountability, and evaluation, and learning strategies, with an emphasis on streamlining processes and tools for efficiency, effectiveness, and sustainability throughout the project cycle. The RMEL Manager will support IRC global and measurement initiative under the integrated programming.

Duties & Responsibilities:
Research & Evidence Generation:

• The RMEL Manager will be responsible for all the thematic research, baseline, evaluations, and knowledge management for Kulea Watoto project.
• Ensure the research plan is designed at the project inception phase and that approval is obtained from relevant government entities (Uganda National Council for Science and Technology).
• The RMEL Manager will ensure that research under Kulea Watoto is generating learning and credible evidence leading to improvement, expansion, and sustainability of the integrated programming (ECD and livelihoods).
• Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.
• Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.
• Work closely with the research partner in the development of research tools.

Technical Oversight:
• Oversee all technical MEL aspects and actions regarding the integrated ECD and livelihood programming; ensure all project needs are responded to and work with the team to foster high standards and practices for quality data, analysis, and reports.
• Lead the research, MEL system and processes for Kulea Watoto project in harmony with the IRC Uganda MEAL strategy and Global Strategy throughout the project cycle which will include the development MEAL plans for the project, digital data collection tools, and processes for data management processes.
• Oversee the development of research design, research protocol and approval by the relevant government authorities (Uganda National Council for Science and Technology).
• Develop and roll out the necessary protocols for data collection, analysis data and data handling processes in line with all the project participants under ECD and livelihoods
• Ensure quality data collection, data analysis, development of dashboards and updating the data visualization under the project to facilitate decision-making for real-time program adaptation.
• Closely work with the Kulea Watoto project Managers in developing project reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements
• Keep updated Research results summaries for use by Kulea Watoto project and more widely by IRC Uganda and globally.
• Engage in the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with the MEAL Coordinator, Project Coordinator, and partners.
• Join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.

Staff Supervision & Development:
• Directly supervise the project research, Monitoring, Evaluation and Learning team including the Senior Research Officer and the MEL Officers.
• Participate in the recruitment process of the Senior Research Officer and the MEL Officers.
• Build the capacity of the Senior Research Officer and the MEL Officers.
• Ensure timely completion and submission of monthly timesheets, probation reviews and staff performance management evaluations as per the HR policies.
• Plan/coordinate and oversee staff work plans, work, and vacation schedules.
• Ensure staff training/development activities.
• Coordinate, lead, mentor and support a dynamic team of research and MEAL staff; foster timely and high-quality achievement, and an inclusive and respectful team climate.

Partner collaboration and coordination:
• Coordinate closely with the partners implementing Kulea Watoto project - the AfriChild Centre, Madrasa Early Childhood Program, Kabarole Research and Resource Centre and Literacy and Adult Basic Education (LABE).
• Coordinate the Partnership Project Opening, Review, Monitoring and Closing Meetings, together with the Kulea Watoto project teams, and Project Coordinator, and ensure partner participation in all project cycle meetings.
• Coordinate and participate in the timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the partner teams to address any project performance issues.


Qualifications
• A University degree in a relevant field (such as: statistics & data management, social science, Early Childhood Development, development economics, or a related subject area) – a technical degree together with additional relevant work experience may substitute for education.
• A Minimum 3 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions in education and livelihood environment.
• Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
• Technical and proven skills and experience in setting up research and coordinating research studies with partner organizations.
• Proven skills in conducting or supervising research activities.
• Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA, or other similar software. Knowledge of Tableau, PowerBi, or GIS software tools is an additional asset.
• Demonstrated analytical, systematic thinking, and problem-solving skills.
• Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
• Confirmed ability to lead, mentor and empower a small to medium professional team.
• Willingness to travel to Kyegegwa and Yumbe field-level offices.
• Good written and spoken English skills, Local language (s) in refugee context is an added advantage.
