Uganda Human Rights Commission (UHRC) is a National Human Rights Institution established under Article 51 of the Constitution of the Republic of Uganda to promote and protect Human Rights.
The Commission is responsible for investigations and resolutions of Human Rights complaints as well as monitoring places of detention and the county’s compliance with Human Rights treaties and conventions as well as conducting Civic education and carrying out Research in Human Rights.
Job Title: Secretary to the Commission
Salary Scale: HRC-1
Reports to: The Chairperson UHRC
Responsible for: All Commission Staff
Job summary/purpose: - To provide leadership and technical guidance to the Commission and staff in management and operations for effective and efficient fulfillment of the Commission’s mandate.
KEY ROLES AND DUTIES:
• Monitoring, guiding and coordinating operations and activities in all Directorates and Regional Offices;
• Initiating and formulating Commission policies, systems, structures and procedures for service delivery and submit them to the Commission for approval '
• Implementing government policies and Commission decisions / policies and ensure their compliance,
• Developing Commission strategic plan, annual work plans and submitting them to the Commission for approval,
• Representing the Commission in and outside the Country,
• Ensuring the acquisition of competent and disciplined staff
• Managing, accounting for Commission funds and controlling expenditure within budgetary provisions and is the Accounting Officer of the Commission
• Carrying out the day to day administration and management of the affairs of the Commission, .
• Arranging business for; taking and keeping all the minutes of all the decisions and proceedings of the Commission.
• Projecting a positive image and enhancing good relations with the public so as to promote understanding and protecting the image of the Commission
• Coordinating the planning and budgeting for activities of the Commission aimed at ensuring the smooth running of the Commission
• Tendering advice to the Chairperson and Members of the Commission
• Facilitating and coordinating the preparations of the monthly, quarterly, bi
• annual and annual reports of the Commission.
• Ensuring that all the Commission staff have performance plans and are appraised at the end of each Financial period
• Any other official duties assigned by the Chairperson or the Commission
BASIC QUALIFICATION:
Applicants must be Ugandans holding a Bachelor’s Degree from a recognized University in the following areas: Public administration, Law, Finance, or Accounting
Added advantage:
• A Master ’s degree in any of the above fields,
• A Post Gradate Diploma in Public Administration
WORKING EXPERIENCE
Candidates should have served at the level of Either Director, Commissioner, Under-Secretary in Public Service OR as Executive Director or Deputy Executive Director in a Government Agency OR Equivalent Experience in the private Sector.
Those who are serving in Ministries as Commissioners or Under Secretaries should have sewed not less than 5 (five) years and this applies to Deputy Executive Directors in Government Agencies and Senior Managers in private Sector.
AGE LIMIT: 45 years and above.
TERMS OF SERVICE
Contractual for 5 years and renewable on successful performance and through mutual consent
