JOB DETAILS:

Uganda Civil Aviation Authority (UCAA) is a corporate body responsible for regulation of civil aviation in Uganda and management of Entebbe International Airport (EIA) and thirteen (13) other upcountry aerodromes.
UCAA carries out its work in conformity with International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPs).
The Authority plans to recruit qualified Ugandans of impeccable integrity and commitment to fill the following positions in its establishment as detailed below: -

JOB PURPOSE :
To ensure that all Aircraft in Uganda, Air Operators, Aircraft Maintenance, Organizations and Engineering personnel maintain Avionic Airworthiness and safety standards at the highest possible level.

PRINCIPAL ACCOUNTABILITIES SPECIFIC ACTIVITIES
1) Planning, budgeting and review process.
1. Provides information to the Principal Inspector to support planning activities for the department.
2. Participates in and supports budgetary control initiatives to ensure that the department operates within its approved budget.

2) Surveys aircraft for issue and renewal of certificate of airworthiness.
1. Inspects aircrafts to ensure avionics airworthiness comply with specifications recommended by the manufacturer and ICAO.

3) Carrying out periodic reviews of the airworthiness status of aircraft on the register.
1. Inspects aircrafts to ensure Avionics airworthiness and adhere to specifications recommended by the manufacturer.
2. Prepares inspection report on compliance with manufacturers’ standards and standards set by ICAO and Uganda.

4) Surveys aircraft maintenance organizations for issue, renewal, and review of Uganda CAA maintenance approvals for AF/PP.
1. Assesses personnel, capital and technical capacity of organizations undertaking aircraft maintenance and advises for approval.
2. Carries out assessment to assure ICAO and UCAA on organizations ability to undertake repairs to the manufacturers’ specifications and ICAO standards.
3. Reports to UCAA recommending approval, renewal, or cancellation of organizations certificates.

5) Conducts initial and periodic surveillance on facilities of holders of Air Operators Certificate (AOC)
1. Evaluates the operations to ensure attainment of the ICAO standards and UCAA standards in their operations.
2. Gives inspection reports of AOCs to facilitate issuance of renewals with FOPS.

6) Approves aircraft maintenance programs and schedules.
1. Conducts inspections to approve aircraft maintenance programs and schedules.
2. Approves/validates maintenance programs and schedules after carrying inspection to ensure safety.
3. Prepares a report to validate or postpone the maintenance programs and schedules.

7) Coordinates license applications with the licensing section.
1. Liaises with licensing sections to obtain applications.
2. Undertakes avionics surveillance on applications.
3. Undertakes aircraft inspection to ensure safety standards and timely reports to license section for actioning (after 2 days).

8) Participates in the development of an examination bank
1. Develops examination papers for Maintenance Engineers regularly to be included in UCAA examination bank.
2. Regularly (quarterly) develops avionics examinations to be put in UCAA examination bank.

9) Maintaining databank of maintenance organizations
1. Maintains data of relevant organizations and institutions, which relate to function of airworthiness.
2. Develops a data bank of aircraft to maintenance organizations, over haulers, processors, and materials suppliers.

10) Approves existing and new aviation training institutions.
1. Inspects new and established avionic training institutions to approve the syllabus/ensure infrastructure compliance to ICAO and Uganda standards.
2. Makes recommendations for approval or denial of the institutions.

11) Human Resource Management
1. Supervises, leads and develops subordinate staff.
2. Sets SMART staff objectives
3. Regularly appraises staff.
4. Motivates and mentors staff.
5. Ensures that laid down regulations, procedures and policies are adhered to by the staff.

12) Carries out any other lawful assignment allocated by the immediate Supervisor.
1. The jobholder is cooperative and readily responds to any ad hoc tasks assigned to him/her.

PERSON SPECIFICATIONS
Essential Requirements
1. An Aircraft Maintenance Engineer’s License in “X”, “R” i.e Airframe and power plants
2. At least 5 years’ experience in Aircraft Avionics Maintenance or Inspections in a reputable Civil Aviation organization or Airline.
3. At least 3 years’ experience releasing aircraft to service.
4. Should be under 55 years of Age

Desirable Requirements
1. A honors Degree in Mechanical or Electrical or Aeronautical Engineering or
2. Higher National Diploma in Mechanical or Electrical or Aeronautical Engineering
3. Management or supervisory experience
4. Completed Aircraft Type trainings.
5. Aviation safety related trainings
6. Conversant with relevant ICAO SARPs.
7. Knowledge Must be computer literate
