Roles and Responsibilities:
The Senior Finance Officer will be responsible for the following activities:
• Manage cluster financial planning, control and monitoring in direct coordination with the program support officer in the field and in consultation with other CMEP2 teams, such as program and MEL.
• Prepare regular consolidated reports required by URC-CMEP home office and other financial reports as required;
• Prepare monthly financial disbursement reports in hard copy for home office;
• Provide guidance on financial information to cluster teams, specifically to program support officer and finance assistant;
• Ensure entry of all expenditure of cluster/ODs into QuickBooks;
• Oversee QuickBooks system and verify entry for cluster program support officer and finance assistant;
• Conduct field visit to cluster offices on financial management;
• Ensure all expenses are in compliance with USAID and URC home office financial guidelines;
• Set up and maintain an orderly filing system for financial and administrative program documents;
• Assist in preparing necessary documents for authorized disbursements and ensure that all payments are made on time and accurately;
• Assist in preparing cash flow and cash requirement report in collaboration with direct supervisor;
• Assist supervisor to oversee general cash flow in office, including managing petty cash and disburse for any procurement payments;
• Assist finance and administration manager in communicating necessary financial and administrative information to URC home office staff;
• Support and coordinate with F&A manager in preparing payroll, bank uploading and seek approvals within the deadline; ensure all salary disbursement is done in accordance with timesheet approval;
• Responsible for payment of monthly staff salaries twice a month, tax payment, and monthly NSSF payment;
• Responsible for tax update with Tax department;
Minimum Qualifications:
Required Experience & Qualifications
• Degree in finance or accounting or relevant field, finance-related full-time course;
• Minimum 4 years financial accounting experiences, preferably with an INGO;
• Fluency in writing and spoken English and Khmer;
• Proficiency in QuickBooks and other financial and accounting systems;
• Good interpersonal, organizational and team building skills;
• Honest, pro-active and hardworking;
• Flexible and adaptable to accept more responsibility and willing to travel to field location for spots check and monitoring.
