Purpose of role:
The Senior Manager Community Health Financing will be tasked with supporting the development and spearheading the implementation of strategies aimed at advancing robust, adequately funded, and sustainable government led, DESC enabled Community Health. This initiative aligns with the objectives outlined in the Living Goods 2022–2026 Strategic Plan. The role focuses on increasing the level of investment that governments, donors, and non-state actors are making in the community health sector.

Key Responsibilities:
Strategic Leadership of Health Financing for Community Health:
• Define and drive the health financing agenda as a strategic pillar within Living Goods' sustainability framework. This involves landscaping of community health investments by donors and government, supporting government resource mobilization efforts, and designing strategies to influence government budgetary allocations.
• Manage expert consultants to conduct cost analyses and develop investment cases for community health.
• Advise on advocacy initiatives for community health resource mobilization, developing strategies to unlock financing through influencing policies, strategies, bills, budgets, and the operationalization of relevant acts.
• Develop policy briefs and other advocacy materials highlighting community health financing needs, ensuring effective communication of key messages.
• Analyze strategic purchasing and payment mechanisms for primary healthcare services, identifying opportunities for LG to influence for increased budget allocations to community health.
• Advocate for government investment in digitally empowered, equipped, supervised, and compensated CHWs through intersectoral collaboration or directly under MoH sector budget.
• Regularly collaborate with key decision-makers within the Government (MoH, MOFPED, MOLG, MoGLSD, Parliament of Uganda, etc.) to communicate and clarify the DESC approach, and ensure its incorporation into the sector health financing strategy and multisectoral development plans and agendas.
• Conduct comprehensive technical analyses, research assessments, briefings, and provide guidance to support Living Goods' health financing roadmap, utilizing either direct execution or leveraging external consultants as deemed strategically beneficial.
• Regularly review and document existing legal and policy frameworks to identify opportunities for unlocking health financing (conduct desk research on the health financing landscape and provide regular updates on the emerging issues that impact LG HF roadmap).
• Map out, develop, and foster internal and external relationships relevant to health financing work streams, creating a network that enhances the organization's positioning.

Strategic Alliances and Co-financing Partnerships:
• Act as the representative of Living Goods (LG) in engagements at central, district, and regional levels related to Community Health (CH) system strengthening.
• Collaboration Leadership: Lead collaborative efforts with District leaders and implementing partners to foster engagement on LG’s scope and identify areas of convergence for co-financing partnerships.
• Represent LG’s interests in relevant coalitions, such as CSBAG (Civil Society Budget Advocacy Group) and engage collectively or organizationally with policymakers from Health and Budget Committees to explore opportunities for co-financing and strategic alliances.
Interdepartmental and cross functional Collaboration:
• Work closely with key departments within Living Goods to facilitate the seamless flow of relevant information related to key activities, initiatives, and engagements. Promote cross-learning and provide support where needed.
• Engage in regular check-ins with peers within Living Goods Kenya (LGK) and Living Goods Burkina Faso (LGBF) to foster shared learning and exchange experiences.
• Manage resource mobilization, including tracking funding opportunities and developing inputs and analyses in calls for proposals.
• Conduct resource mapping and tracking, including identifying and developing tools and processes for improved resource mobilization, allocation, and management.

Qualifications & Experience Required
• Bachelor of Economics, Health Economics, Public Health, Social Sciences and Development Studies, Political Science, public finance management.
• Experience in Health Economics and Public Policy: Demonstrated expertise in economic analysis, health economics, public policy, public sector financing, or public health, with a track record of collaboration with government counterparts or policymakers. A qualification in Social Sciences or Development Studies, coupled with experience in advocacy, resource mobilization, and building/management of partnerships, is also highly relevant.
• Professional Experience: Over 5 years of progressively responsible experience in relevant fields such as health financing, health economics, financial management, health systems, management consulting, or health policy in either the public or private sector.
• Technical Proficiency in Health Financing: Knowledge and practical experience in the technical components of health financing, including costing and cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts exercises, and resource mapping.
• Government Collaboration: Extensive experience working with governments in a technical advisory capacity, particularly in the development of research or communication materials for policymakers.
• Donor Engagement and Proposal Development: Proven experience collaborating with major donors, with a solid understanding of funding cycles and expertise in proposal development.
• Quantitative Analysis Skills: Proficiency in quantitative analysis, especially utilizing standard costing tools and conducting costing exercises.
• Health Policy Analysis: Direct experience in health policy analysis within low- and middle-income countries or resource-limited settings.
• Project Leadership: Demonstrated leadership in managing complex projects, encompassing strategy design through to implementation, preferably within the public health sector.
• Analytics and Information Management: Highly skilled in analytics and information management, possessing excellent analytical, problem-solving, and quantitative cost modelling skills.
• Communication Proficiency: Excellent communication and presentation skills, with the ability to articulate complex analyses in a clear and concise manner, and proficiency in distilling intricate information into effective data visualizations.
• Government Strategy and Policy Development: Direct experience working with government institutions, actively contributing to the development of government strategy, policy, and operational plans, preferably in health financing or health system strengthening.
• Bilingual in French is a plus.
