JOB DETAILS:
Role Description
Reporting to the Head of Program Implementation, the Senior Manager will support the programs team in the effective delivery of our program roadmap by overseeing the technical, special projects, and coordination teams within the programs department.
This role is pivotal in ensuring that these teams provide the necessary technical and coordination input and support to enhance the implementation and performance of our programs across Uganda.
The scope of work includes continuous growth and integration of agriculture and WASH strategy (Technical), project implementation of Special Projects, coordination and support for field offices and program leadership (Program Coordination), development and dissemination of program knowledge (Knowledge Management), and reporting (internal and external). We are looking for an organizational leader who can lead, and support the team leads in each of these areas and integrate these essential program support and technical functions effectively in our program growth strategy.

Key Responsibilities
Leadership:
• Act as a strategic link between program implementation, evaluation, and support services under your oversight. Collaborate closely with the program implementation and PEAL (planning, evaluation, and learning) teams.
• Lead and strengthen the program support teams, ensuring each team achieves its strategic objectives. Mentor and develop team managers, fostering a culture of continuous improvement and collaboration.

Program Development - Technical:
• Oversee the technical team (agriculture and WASH) that plays a critical part in program planning, implementation, and performance.
• Develop clear communication channels and collaborative processes that align these teams’ activities with organizational goals. Promote knowledge sharing and best practices across teams to enhance program synergy.
• Regularly assess how well the agriculture and WASH strategy and initiatives contribute to and align with the program's outcomes.
• Lead regular reviews of technical outcomes against performance targets. Identify areas for improvement and initiate strategies to enhance program efficiency and effectiveness.
• Regularly update internal and external stakeholders on program performance, providing clear and actionable insights to guide future programming.

Program Coordination:
• Oversee the program coordination team to monitor workplans, outcomes, and outputs, identifying and addressing gaps or barriers that could impact program success.
• Provide strategic direction to the team for effective, timely, and efficient support to program leadership and implementation teams.

Special Projects Oversight:
• Manage the special projects team, and be accountable for the implementation and success of restricted funding projects, pilot projects, and randomized control trial projects.
• Participate in the development of Performance Measurement Frameworks, Annual Work plans, Logic Models, and project designs for projects.
• Ensure these projects are implemented in accordance with organizational objectives and compliance requirements.
• Support internal and external reporting and evaluation of the projects
• Develop frameworks to evaluate and integrate program innovations and pilots into the program model.

Reporting and Documentation:
• Ensure relevant stakeholders provide accurate and timely data to support funder reports. Provide support in compiling and analyzing performance data on relevant projects for the partnership team.

Program Learning and Development:
• Support the local knowledge management strategy in the development and maintenance of a comprehensive resource base to support all programmatic activities, ensuring best practices and learnings are captured and disseminated effectively.
• Provide leadership in annual program reviews that help us share learnings, and refine our methodology across thematic areas for each cycle of implementation.
• Any other business as assigned within the scope of this role.

Required Skills and Expertise
• Degree in International Development, Public Administration, Business Administration, Marketing, or a related field. A Master’s degree will be an asset.
• At least 10 years of experience in program management within the development sector, including significant leadership experience.
• Proven track record of managing diverse teams and complex projects with multiple stakeholders.
• Strong analytical skills and experience in performance measurement and evaluation.
• Excellent communication and interpersonal skills, with a demonstrated ability to
• work collaboratively in a multicultural environment.
• Experience in Agriculture and rural development will be a significant advantage.
• Ability to inspire, motivate, and develop high-performing teams.
• Capable of big-picture thinking and detailed execution.
• Strong analytical and problem-solving skills to navigate complex program challenges.
• Exceptional verbal and written communication skills.
• Results-oriented mindset, with a track record of achieving targets and driving positive outcomes.
• Willingness to travel locally in areas of operations as needed. Regular travel is required, including field visits to program sites across Uganda, ensuring close alignment and support for on-ground operations.
