Job Description
Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Kiryandongo, Yumbe, Arua, Kasese and Kampala.
The IRC is currently implementing its health and nutrition program in West Nile and Acholi focusing on providing primary health care services to refugees in their settlements.
Job Overview:
Under the direct supervision the Health Manager, and working closely with the Public Health Officer, EPI focal person, mental health officer, Midwives and Nutrition officer the Senior Reproductive Health Officer will be responsible for the Reproductive Health (RH) programmes in Palabek refugee settlement, Lamwo district.
Key Performance Indicators:
•Prevention of maternal and new-born morbidity and mortality.
•Coordinate the provision of reproductive health services for refugee population and surrounding host community is ensured.
•The operational planning, programming, monitoring, evaluation and reporting is supported and strengthened.
•RH program management including proper tracking of budget expenses, capacity development and compliance to donor regulations.
Duties and Responsibilities:
•Act as focal point person for RH services and provide technical advice and assistance on reproductive health services to refugees and the host community of Palabek.
•Liaise with the district health authorities of Lamwo district when planning and implementing RH activities in Palabek refugee settlement and among the surrounding population, where appropriate.
•Liaise with other sectors (protection, community services, Local leadership, schools, etc.) to ensure an integrated approach to reproductive health.
•Adapt and introduce standardized strategies for reproductive health which are fully integrated within the PHC model.
•Initiate and co-ordinate various audience-specific training sessions on reproductive health (for audiences such as health workers, community health workers, the refugee population, students, etc.).
•Introduce standardized protocols for selected areas (such as syndromic management of STIs, referral of obstetric emergencies, medical response to survivors of sexual violence, counselling and family planning services.).
•Undertake needs and resources assessments and put right as appropriate all issues related to programme planning, monitoring and evaluation with regards to human, material and financial resources.
•Undertake regular visit to all health centres in the settlement in order to analyse, monitor, evaluate and supervise the implementation of reproductive health services delivery. This will involve capacity building sessions to correct any identified gaps.
•Participate in organizing and conducting timely coordination meetings with implementing partners in accordance with the OPM/UNHCR (written minutes should be prepared).
•Organise training/familiarisation sessions for refugees, VHTs and Local leaders. Particular attention should be paid to supporting VHTs and local leaders, and strengthening their capacity to create demand for the SRH services at the facilities
•Liaise with UNHCR Public Health Officer and other actors working in reproductive health and HIV including national and international NGOs and UNFPA to address any RH related concerns within Palabek refugee settlement and Lamwo district as a whole
•Prepare regular reports to be shared with the Health manager and other officers as well as monthly reports to be shared with Health manager and Biostatistician. Immediately inform the Manager of any happening of significance in the reproductive health sector.
•Make recommendations on Sexual Reproductive health issues impacting on the health status of the refugees and host community in the settlement.
•Identify capacity gaps amongst staff implementing MCH activities and recommend corrective measures.
•Budget management - closely track expenses to avoid over/under expenditures as per the BVA. Make proper projections for activities and ensure these are implemented as planned
•Project tools - ensure that project work plans, spending plans and procurement plans are available, and all activities are implemented with this guidance.
•Represent IRC in relevant meetings and technical fora in the area of Reproductive health.
Qualifications
•Must have at least a Diploma in Midwifery or its equivalent from a recognized Institution
•Must be registered and licensed with the Nurses and Midwives Council.
•A degree in Public Health or its equivalent is an added advantage.
•At least two (2) years working experience on Reproductive health services delivery.
•Cultural, gender, religion, race, nationality and age sensitivity and adaptability.
•Planning and organization competencies
•Computer skills including word processing, PowerPoint and excel.
•Ability for analytical and creative thinking for rapid solution(s).
•Ability to produce high quality output with desirable results.
•Good Communicator with strong inter-personal skills to deal with persons of various cultural and educational backgrounds.
•An outgoing personality and a team player with service-oriented attitudes.
