JOB DETAILS:

The TB &TB/HIV services Technical Advisor will be responsible for ensuring the technical
soundness of the TB program through providing technical support & guidance to program and
District teams on TB /TB HIV programming with focus on TB prevention and management aligned
to the national TB quality standards in the six project supported districts in Kigezi region. He/she
will work with the project /district health teams in planning, coordination and monitoring
interventions that enhance health worker capacity to improve access and provision of quality of
TB and TB/HIV services. This will be achieved through trainings, support supervisions, clinical
mentoring/coaching, and Quality & performance improvement approaches.

Job Qualification/ Requirement:
• Bachelor of Medicine and General Surgery
• Master’s in Public health is an added advantage
• Recent work experience of a minimum of five years with TB and TB/HIV programs
• A very good knowledge of the current donor & MOH/NTLP TB program priorities, implementation & reporting expectations.
• Willingness to work and travel in rural settings in Uganda.

Key Duties and Responsibilities
• Coordinate program/district health team’s implementation of TB strategies for improving the quality of adult and paediatric TB and TB-HIV services in Kigezi region.
• Coordinate program/district health team to implement the active case finding improvement package to improve TB screening and case finding in Kigezi region
• Coordinate program/district health team to implement the retention improvement package to improve TB treatment success and cure rates.
• Coordinate program/district health team to implement TPT initiation improvement packages to improve TPT coverage among PLHAs
• Work with the Laboratory Advisor to support project and district laboratory focal persons ensure optimal utilization of TB diagnostic services including sputum smear microscopy, GeneXpert testing, Truenat, TB-LAM and other available TB diagnostics in line with the current national guidelines
• Jointly work with the community advisor to plan and coordinate community TB activities inclusive of bi-annual CAST TB campaigns, contact tracing, hotspot mapping at district and site level
• Work with the Logistics / Supply chain advisor to support the program/district health team to ensure TB commodity security in the region.
• Work with the M&E advisor to review and disseminate annual TB targets to project/ district health teams.
• Represent the USAID LPHS Kigezi region in National and Regional TB Technical Working Groups (TWGs) to deliver high quality & impactful presentations as required on behalf of the region and provide constructive feedback to the program team.
• Develop and timely submit monthly TB/TB & HIV Activity master concepts to inform project/district team activities implementation at site level.
• Work with Cluster, District and site teams for improved identification of MDR TB cases using the available diagnostic capacity in the region.
• Work with Kabale Regional Referral Hospital (KRRH), Cluster and district teams for the timely referral and delivery of MDR TB patients to the MDR treatment Unit in Kabale.
• Develop & track quarterly & annual TB/TB & HIV costed implementation plans to inform efficient and effective utilisation of TB allocated funds.
• Develop monthly and quarterly TB/TB & HIV capacity building and procurement plans.
• Participate in weekly, monthly, and quarterly program performance review meetings & provide team technical guidance on improving performance of lagging indicators
• Coordinate and support Adult and Paediatric TB specific capacity building activities at regional, district and site level.
• Work with Quality Improvement Advisor to support orientation and maintenance of a pool of district, regional TB coaches and WIT teams utilizing QI approaches in line with the national quality improvement framework to improve the quality of adult and pediatric TB services.
• Routinely analyze and utilize weekly, monthly, and quarterly TB & TB/HIV generated and non-routine data to inform high impact strategies that contribute to achievement of TB and TB-HIV service targets.
• Work with the M& E advisor/team to ensure accurate and correct TB/TB HIV data capture and reporting through requesting & participating in planned TB and TB-HIV data quality assessments.
• Write-up and submit quality timely and accurate monthly, quarterly, and annual TB & TB/HIV program reports that meets the donor & MOH reporting requirements
• Coordinate and actively participate in regional and district level TB performance review meetings with the aim of providing technical guidance to district teams and harvest learning.
• Contribute to the body of knowledge through collaboratively working with the Knowledge management advisor in documentation of TB / TBHIV learning, success stories and abstracts and best practices.
• Perform any other duties as assigned or coordinated by the supervisor
