JOB DETAILS:
The AIDS Support Organization (TASO Uganda), was founded to contribute to a process of preventing HIV infection, restoring hope and improving the quality of life of persons, families and communities affected by HIV infection and disease. Human rights-related barriers remain major obstacles to uptake, utilization and retention in prevention, treatment and care for HIV, Tuberculosis (TB) and malaria services. In 2017, the Global Fund launched the Breaking Down Barriers initiative in 20 countries with the aim of scaling up comprehensive efforts in national responses to remove human rights-related barriers to accessing services for HIV, tuberculosis and malaria. As part of this initiative, Uganda was supported to develop a national response plan for achieving equity in accessing HIV, TB and Malaria services (2020- 2024). The Equity Plan was launched in December 2019 seeking to achieve an HIV, TB and malaria-free Uganda through improving health equity for all Ugandans in all their diversity. Its purpose is to provide guidance in achieving a sustained and well-coordinated multi sectoral effort to identify and remove barriers to equity across the national HIV, TB and malaria responses. TASO is the second Principal Recipient for Global Fund in Uganda as well as one of the partners that support implementation of interventions in the Equity Plan and overall national response to removing barriers to accessing HIV, TB and Malaria services. Implementation of Human Rights interventions has been coordinated as part of the health response for HIV, TB and Malaria. Whereas this has facilitated implementation and achievement results of, there is a need for more specific coordination of Human Rights interventions by a person with technical expertise in the area both at grant and entity-wide level. TASO requires the services of a dedicated, competent, innovative and result-oriented individual for employment on a contract basis for the post below;

Main Purpose of the Job:
The Technical Advisor, Human Rights is responsible for designing and coordinating implementation of activities related to the human rights portfolio that may be implemented directly by TASO, through Sub-Recipients and other high-level contacts with representatives of Ministries, Departments & Agencies (MDAs), Non-governmental organizations (NGO) and International Agencies. He/she shall be responsible for in-depth analysis of issues that impact on human rights, equity towards accessing legal/health services, provide guidance on the strategic direction and corresponding program interventions on human rights. The Technical Advisor, Human Rights will be the primary point of contact for Sub-recipients, MDAs, service delivery points, partners and stakeholders in Human Rights. He/she shall provide technical support, training and capacity building to Sub-recipients, and other implementers at service delivery points including community actors in Human Rights response. He/she shall be responsible for Human Rights awareness and promotion among rights holders.
The Technical Advisor, Human Rights shall report directly to the Projector Coordinator – Grants Management Unit (GMU), but will work very closely with the Human Rights Steering Committee through the National Coordinator at Uganda AIDS Commission. He/she shall work closely with the Finance Manager, Senior Technical Advisors for HIV, TB, Malaria and Gender, M&E Manager and Human Resources & Administration at GMU to ensure effective and coordinated implementation of Human Rights interventions. Specific tasks shall include: - Oversee project development and management, budget development and tracking, project promotion and networking, report writing and Sub Recipient management.

Key Outputs
• Implementation of Human rights related activities closely followed through to the desired standard and lessons learnt documented.
• Implementation guidelines developed/adapted in consultation with the Human Rights Steering Committee and line MDAs.
• Programme workplans and budgets drawn and tracked.
• Capacity building and other technical assistance needs for implementers identified.
• Capacity of Sub-recipients in Human Rights response built.
• Work plans and budgets from different implementers reviewed and tracked.
• Technical support in planning, implementation, monitoring and evaluation of programmatic activities provided to different implementers.
• Implementation of interventions monitored and regular reports made available.
• Programme specific learning models obtained and tested.
• Feedback shared with implementers and corrective action taken where need be.

Key Duties and Responsibilities
• Keep up-to-date knowledge on trends, challenges and opportunities facing human rights response to inform policy actions by different actors.
• Liaise with relevant representatives from the implementers and legal/health service delivery points to facilitate implementation of work plans, activities and the delivery of programmatic results that meet or exceed the grant performance framework targets.
• Ensure that implementers and health/legal service delivery points are guided, supported, and trained in Human Rights, monitoring and reporting in compliance with TASO and donor requirements.
• Provide guidance on programmatic and financial reporting at all level of implementation of Human rights activities.
• Identify bottlenecks to implementation, propose strategies and develop specific capacity building interventions for implementers and staff at service delivery points.
• Oversee training programmes to strengthen capacity of implementers and legal/health service delivery points to understand and comply with all aspects of GMU grant implementation and reporting requirements.
• Monitor, review and provide feedback to implementers and staff at legal/health service delivery points on work plan implementation, results achieved, utilization of grant funds and relevance of expenditure to work plan activities.
• Liaise with the Finance Manager, M&E Manager to ensure proper implementation and interpretation of approved financial management and M&E guidelines.
• Review all periodic reports submitted by the implementers and staff at Service delivery points
• Prepare quarterly consolidated programmatic progress updates, including supporting documentation for submission to the relevant structures within and outside TASO.
• Develop budgets and workplans for Human Rights interventions working with Senior technical advisors, Finance Manager and M&E Manager.
• Develop implementation guidelines, promote policies and best practices that enable effective implementation of Human Rights interventions among the target population.
• Identify capacity building and other technical assistance needs for both PR, SRs, other implementers, initiate and coordinate capacity building in relation to the identified needs.
• Review, adapt, roll out standard operating procedures (SOPs)/guidelines in the delivery of Human Rights services and ensure compliance with national standards.
• Maintain high-level contacts with key actors to influence policies affecting the Human Rights response.
• Ensure effective representation of the project in networks and fora for Human Rights.
• Organize orientation and performance review workshops for SRs and other implementers.
• Make presentations to the Human Rights Steering Committee and attend collaborative meetings in the field of Human Rights and other stakeholder platforms as required.
• Develop and implement protocols to generate/disseminate evidence to enhance learning and integration of learning outcomes into programing and policy within the realms of human rights and health.
• Lead development of strategies and proposals for grants and activities that increase TASO’s human rights interventions within the scope of the three diseases.

PERSON SPECIFICATIONS: Technical Advisor, Human Rights
Minimum Academic Qualifications: Master’s degree in Public Health, Law, Human Rights, Development Studies with a bias in Human rights studies.
Additional Training Necessary
• Human rights in the context of health service delivery is highly desired. • Medical-legal/legal health training is highly desired.

Required Experience and Exposure

• Minimum of five (5) years’ experience in the field of health and human rights, public health or related field in programme/project management at least two (2) of which should have been in a supervisory position.
• At least 5 years’ experience in working with Organizations managing HIV or TB or Malaria and/or other health programmes.
• Proven experience in preparation and analysis of work plans, complex programmatic and financial reports.

Special Knowledge
• Knowledge of National strategies designed to respond to the three diseases.
• Strong knowledge of programmes to reduce Human Rights and equity barriers to accessing legal/health services within the context of the three diseases.
• Knowledge of programme management, M&E of Human rights interventions.
• Capacity to work with and coordinate a diverse range of implementers, MDAs and other stakeholders.
• Programmes to reduce human rights barriers to accessing health/legal services
• Current national and International human rights and Health Statistics especially HIV, TB and Malaria
• Health Systems Strengthening
• National and International Human Rights and health declarations and commitments
• National HIV, TB and Malaria strategic plans, including policies and procedures.
