Organization details
The European Union (EU) and the German Ministry for Economic Cooperation and Development (BMZ) have commissioned the Gesellschaft fϋr Internationale Zusammenarbeit (GIZ) with the programme „Response to Increased Demand on Government Service and Creation of Economic Opportunities in Uganda (RISE).” The main objective of the program is the improvement of the inclusive socio-economic development of refugees and the host population within six districts of Northern Uganda, namely Arua, Madi Okollo, Obongi, Terego, Adjumani and Moyo. The programme combines the support to the district local government structures, efforts to create income and employment and the support for agricultural activities. The main partners are the Ministry of Local Government and the District Local Governments. The technical cooperation measure takes a multi-level and multi-actor approach

Knowledge, Skills & Competences
• Extensive knowledge of local governments, relevant planning legislation, development approval processes, project management and taxation structures
• Very familiar with climate change policies and climate adaptation and mitigation planning
• Strong organizational and analytical skills and ability to work well under pressure, with minimal supervision and in remote areas
• Familiarity with EU/GIZ operating environment is an asset
• Good working knowledge of ITC technologies (related software, phone, email, internet, MS Teams, webinars) and computer applications (e.g., MS Office)
• Self-motivated, with good judgment and initiative, and the ability to work with others
• Excellent communication and strong interpersonal skills with ability to motivate colleagues to meet deadlines
• Able to prioritize and achieve results through collaboration
• Understanding of humanitarian principles, as well as gender, protection, social or human vulnerability issues
• Strong capacity to handle complex tasks independently
• Ability to work in a collaborative manner with multiple stakeholders at various levels from international to national to sub-national and community levels
• Excellent English language skills, Madi and/or Lugbara language skills are an asset

Working Conditions
• Will work in both an office environment and in the field
• Some degree of flexibility in working hours expected as some work will happen outside the standard office hours

Key responsibilities
The Technical Advisor is responsible for
• Managing an area of responsibility that contributes to the overall programme objectives, team agreements and/or agreements with the superior
• Identify and mobilize resources to support climate adaptation activities in the target district.
• Train and create awareness on village level for climate adaptation planning in one district and facilitate the implementation of new village climate adaptation plans.
• Support the implementation of already existing and funded climate adaptation activities in the districts.
• Monitor and report of climate adaptation initiatives aligned to the climate adaptation priorities of the target districts.
• Coordinate key processes and activities associated with support of local governments in designing and executing climate adaptation plans in the target region
• Cooperate closely with government offices at district, county and sub-county level, development, ministries and educational institutions and community-based organizations
• Assist project/programme initiatives to provide professional advisory services on decentralized climate change adaptation planning and cooperate with a broad range of target groups.

Specific Tasks
Advising the partner institution(s)
• Assists and monitors the development and implementation of activities related to village climate adaptation plans in close consultation with local governments and other stakeholders
• Advises on financing proposals for decentralized climate finance mechanisms
• Advise and raise awareness among decision makers about financing opportunities through international decentralized climate finance mechanisms.
• Develop project proposals and capacitate local governments accordingly
• Contributes to preparing and implementing the coordination process, joint project/programme activities and work at the district level
• Conceptualizes, plans, and implements workshops, seminars and other events on issues connected with the project/programme’s area of activity
• Develops and organises quality assurance measures and suggests necessary changes, improvements, and initiatives.
Networking and Cooperation
• Supports cooperation, regular contact, and dialogue with partners, assists with PR work and cooperates with host communities and refugees, relevant organizations, non-governmental agencies, and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
• Communicates local interests and efforts, forwards these to project team and encourages sharing ideas and information for the benefit of the project/programme
• Contributes to creating an enabling environment for implementation of local climate adaptation plans in the target districts
Knowledge management
• Provide demand-oriented consulting services on already formulated support needs, but also formulate standards and regulations for decentralized climate adaptation plans
• Ensures knowledge transfer to project/programme information
• Draws up reports and presentation documents
• Prepares appropriate input for various project/programme reports including annual reports, and contributes to other reports required by the programme manager, the EU and GIZ Head Office
Coordination tasks
• Assists strategic project management, including project conceptualization, planning, implementation, monitoring and evaluation, quality assurance, communication, and documentation
• Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners
• Compiles the relevant information for joint activities and assignments
Other duties/additional tasks
• Capacity building and management of institutional support on issues related to decentralized climate adaptation planning
• Implementing knowledge management as well as the analysis, capitalization, dissemination and scaling up of good practices.
• Implementing the monitoring and evaluation of actions, the monitoring of the use of these actions by partners as well as the documentation of the impact.
• Performs other duties and tasks at the request of management.

Qualifications
• Master’s degree or equivalent in environmental studies, climate change studies, economics, engineering, or a related field with a focus on climate change mitigation and adaptation
Details of experience
• At least 8 years of relevant professional working experience in a similar position in the field of climate change adaptation
• Experience in working for donor agencies, non-governmental organizations, international consultancies, or other international organizations is an advantage
