About the job
The Carter Center (TCC) is a Non-Governmental Organization (NGO) supporting the River blindness Program of the Ministry of Health to eliminate the disease in Uganda. TCC is seeking for Technical Assistants (TAs) to build up their database of resource persons that can be engaged when need arises. The Technical Assistants are people who are based in the districts of operations as listed below
Overview
River blindness is of the Neglected Tropical Diseases (NTDs) affecting the Ugandan population. The Ministry of Health (MoH), through the Division of Vector-borne and NTDs has been running a program to eliminate River blindness since early 1990s. The interventions include, among others, Mass Drug Administration (MDA) or mass treatment to the affected communities using a drug called Ivermectin. The drugs are distributed by volunteers called Community Drug Distributors (CDDs).
The Carter Center (TCC) works in partnership with the Ministry of Health towards the elimination of this disease in Uganda. Currently MDA is carried out in the districts of Kasese, Lira, Oyam, Gulu, Amuru, Nwoya, Omoro, Lamwo, Pader, Kitgum, Adjumani, Moyo and Gulu City during the months of April and October every year.
MDA activities include training of all cadres involved in the treatment exercise, community sensitization/health education, registration of the targeted communities, mass treatment/MDA, supervision, data compilation, reporting and data validation after MDA. Implementation of these activities is mainly done by district teams which work along with subcounty/ parish/community teams to ensure effective execution.
The national team comprising of TCC and MoH officials play a supervisory role during MDA. The national team require the support of Technical Assistants (TAs) during their field visits for specific activities. From this perspective, TAs will be referred to as individuals who will give field support to national teams as they carry out supervision within the districts up to the lowest level of the community.
Roles of Technical Assistants
1. Assist the national supervision team in supervision of activities as deemed necessary.
2. Collect data and information in adherence to the supervision checklist provided by the national team leader.
3. Present findings to national team leader
4. Assist the national team in preparing a comprehensive supervision report.
Technical Assistants Requirements
1. Bachelor’s Degree or a Diploma Certificate in any Biological or Humanity course.
2. Verbal and written communication skills
3. Fluent in one of the following languages: Lhukhonzo\Swahili, Luo and Madi in order to be able to work within
4. Kasese, Acholi/Lango and Madi regions respectively.
5. Prior experience working within communities is an added advantage.
Terms of engagement
The services of the TAs will be required ONLY during the MDA period as deemed necessary. They will be facilitated with per diem for the number of days they will be in the field. They will be required to sign a contract prior to commencement of the activity and avail details of their personal bank accounts where funds for their facilitation will be remitted.
Code of Conduct
The reputation of TCC is essential to the success of its work, therefore TCC will not tolerate any behaviour that is harmful to its reputation while carrying out program activities. All TAs are expected to conduct themselves in an ethical manner by valuing the rights and dignity of everyone in the communities where we work by treating people with fairness and respect. Any concerns about their safety within communities where we work may have to be reported to the appropriate authorities (to be briefed about safeguarding principles of TCC) prior engagement.
