Uganda’s open-door policy continues to receive and respond to refugee influxes and provide protection, care and assistance to a growing population to the more than 1.5 million refugees and host population in Uganda. Refugees are provided with new plots of land, housing, and cultivation on arrival and can settle alongside their host communities. Host communities are however burdened by the presence of the large refugee population and face their own economic, environmental and development challenges that continue to require support in all aspects of life like livelihood, health promotion and maintenance, child protection and protection against gender based violence .

Following the COVID -19 pandemic and recent Ebola outbreak, the refugee population was affected economically and health wise as well as the surrounding host communities. This called for intervention geared to supporting the population to prevent further the spread of disease and maintain the outbreaks.

About the Project
OHK funded Ebola Virus Disease (EVD) Preparedness and Response intervention in South West Uganda is a three months project whose overall objective is to enhance infection prevention and control capacities in affected hosting communities, refugee settlements, districts and national levels. The project is being implemented in four settlements of the South western region namely Kyaka II, Rwamwanja, Kyangwali and Nakivale. The project is being implemented by Oxfam with three main targeted outcomes.

Outcome 1: Improved coordination & leadership at all levels (community, district & national). Through strengthening the coordination mechanism to improve on accountability and quality of preparedness for Ebola Preparedness and Response.
Outcome 2: Enhanced infection, prevention and control (IPC) capacities in the affected communities. Through support and strengthening adherence to infection, prevention and control measures to prevent further Ebola Virus Disease transmission at offices, Ebola Treatment Units (ETUs) health facilities.
Outcome 3: Adoption of protective behaviours for EVD prevention promoted at individual and community level. Through supporting the development, adaptation, integration, translation, and dissemination of Ebola key messages across the Districts including refugee settlements and promoting community participation in the preparedness interventions.

Purpose and Objectives of the consultancy
Purpose
Oxfam needs a documentation consultancy to evaluate and document the Ebola Virus Disease (EVD) Preparedness and Response intervention and Innovations projects in South West Uganda with focus on achievements, failures and challenges during the implementation of the project activities.

Objectives
To review and document best practices, identify areas of future improvement with lessons learnt from the recent EVD and ongoing C-19 response protocol and effort.
To provide recommendations for the development of more effective and efficient EVD and ongoing C-19 response measures.
To conduct the innovation project documentation on key success factors, key for future improvement and recommendations to enhance scale up of the innovations in South West.

Scope of Work
This activity will be conducted in ten workings days the including 6 days for field visits and four days for compiling field findings to be shared with Oxfam. During the field visits in the four settlements, the consultant should conduct interviews of key stakeholders, technical staff, focus group discussions and other technical methods he /she may deem fit to collect information on achievements, best practices, existing gaps and challenges of the projects. Engaging with the stakeholders that include the district personnel, OPM, UNHCR, group members, community structures and partner organizations, appropriate data collection methodology should tailored to each particular group.

High quality short videos and photographs will be taken of relevant activities.

Methodology
Field visit: Visiting respective activities implemented under the two projects
Desk review: All project documents including concept notes and reports will be reviewed
Observation: Observing the practices conducted at identified hotspot areas i.e health centres, communal and institutional gathering areas, and households
Focus group discussions: Groups will be mobilised per settlement from which these discussions shall be conducted
Key informant interviews: Stake holders i.e. community leaders, OPM, UNHCR, District personnel, Oxfam technical staff, focal person and partner organisations shall be mobilised per settlement for these interviews

Consultancy Outputs/Deliverables
A comprehensive final evaluation report documenting best practices, challenges, and areas for improvement on the innovation project and on the recently concluded EVD and ongoing C-19 response and existing protocol. This report should be attained following the amendments made to a draft report shared with Oxfam for approval.
A briefing paper following the Oxfam guidelines and using the recommended template, highlighting the key best practices, challenges, and areas for improvement in the recently concluded EVD and ongoing C-19 response and existing emergency response protocol.
A comprehensive final evaluation report for the Innovations project

Timeframe and estimated working days
The assignment will be undertaken from 20/03/2023 to 31/03/2023, lasting a total of 10 working days from the date of signing the contract.

Qualification and experience of the consultant/ team
The applicant should have at least 3 years working experience in similar project evaluation and brief paper writing for International Non-Governmental Organizations. They should exhibit excellent technical aspects of brief paper writing, project evaluation and documentation using audio-visual recording, editing, and media production, clear understanding of the technical aspects of development of quality audio- visual products. They should exhibit excellent writing and analytical skills with ability to facilitate interviews and dialogues with and between stake holders. Ability to speak, understand or translate the local directs used in the areas of implementation i.e. Swahili.

Applications should include three references of similar work.

Responsibilities of the consultant
The Consultant should work closely with Project team to accomplish the following tasks:

Hold preparatory discussion with Project team and communication team at Oxfam about the activity
Prepare a shooting script and an editing script and share them with Oxfam for approval
Provide a narration for the overall project documentary.
Capture high quality video footage as agreed with project and communications team and as according to the prepared script.
Any background music will be provided by the consultant. Any music used must not have copyright concerns.
Accurately translate the project beneficiaries' voice into English for subtitles.
Where the beneficiary speaks English but not fluently, the consultant shall include subtitles
Prepare draft videos, booklet and submit it to Oxfam for review and feedback before the deadline of the contract. Enough time should be given to allow for review and feedback
Finalize the documentation according to the feedback provided by the project team.

Expectation from the consultant
The consultant will adhere to Oxfam policies of do no harm, child protection and acquiring informed consent.
The consultant will sign the Oxfam external code of conduct.
The consultant will present his / her subjects with dignity.
The consultant will be expected to bring creativity
Supervision/ management of the assignment

Oxfam and Partners will provide reference materials, analyze the quality of the products, and give input to drafts
Support the consultant to coordinate field activities through the partners’ field staff and any other key stakeholders.
Provide key sector and departmental leads for possible cases for documentation
Ensure that feedback is provided for the consultant when and where necessary.
Payment to the consultant as per agreement.
Introduction of the consultant to OPM
Payment
The consultant will be paid in accordance with Oxfam consulting policy which stipulates 20% upon submission of the inception report and 80% upon successful completion and acceptance of the final products. The payment will be made through the provided account details.
