Purpose of the Consultancy:
The Consultant will serve as the Value Chain and Market Systems Specialist as part of the team conducting this consultancy. You will be responsible providing substantive technical input on proposed market systems and value chain-related components. This relates to the design, oversight, coordination, quality assurance, and monitoring of the LIP’s performance and delivery related to marketing of produce from the demos and PAH gardens.

• Conduct an in-depth analysis of both formal and informal value chains of the crops and livestock. The overall aim of the value chain analysis is to identify ways to improve the performance of each chain such that PAHs are in a better position. The position of the PAH in a value chain may be improved through increased rewards, linkages and/or minimised exposure to risk, both economically and in terms of outcomes such as poverty, gender, labour, and the environment.
• The Consultant will use the Making Markets work for the Poor (M4P) approach and will apply Market Systems Development (MSD) principles by seeking to understand why vegetable markets are not currently working for the PAHs, and what are the barriers and enablers which determine how small-scale businesses do, and potentially could, interact within particular markets. The analysis will guide LIPs’ support to PAHs’ market linkages.
• Submit a report following this analysis to Montrose for review and approval.
• Identify and produce an inventory of all actors, dealers2, markets, opportunities for value addition, barriers, and enablers for each value chain, describing in detail how each component affects PAH incomes and livelihoods. The Consultant shall support LIPs to ensure that the PAHs are linked within their vegetable value chains to ensure they have better access to affordable equipment, inputs, and registered seed stockists, and are able to sell their produce to suppliers at a better rate. Submit an inventory and report to Montrose for review and approval.
• Identify and produce an inventory using raw data collected from the field of all farmer groups and cooperatives with a roadmap on how to encourage PAHs to either join or form groups for better market access. The Consultant shall support the LIP to collaborate with existing farmer associations/cooperatives that trade in vegetables to support PAH groups to join, or to be able to market their surplus vegetables through these associations/cooperatives. Where there are no existing associations/cooperatives that would be appropriate for PAH groups to join, LIPs will look to set up an association/cooperative amongst the PAH group.
• Be available to the LIP team to respond to questions, give clarification or provide other technical support as required, remotely.
• Work closely with the Montrose and LIP M&E Specialists in modelling income estimates following any value addition activities and input into the measurement of different indicators during the lifecycle of the project.
