The Natural Resources Stewardship Programme (NatuReS), funded by the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) and the UK Foreign, Commonwealth & Development Office (FCDO), is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). GIZ NatuReS is looking for a full-time Water Resources Advisor to lead the implementation of the Natures Integrated Flood Resilience Partnership in Uganda. Job Title: Water Resources Advisor (Integrated Urban Planning and Environment Natural Resources Stewardship Programme
Reports to: Country Coordinator (NatuReS)
Job Location: Uganda Kampala

A. Key Responsibilities
The Water Resources Advisor is responsible for:
• Leading the technical implementation of the Natures Greater Kampala Integrated Flood Resilience Partnership:
• Leading the implementation of all technical aspects of the partnership with the
• private sector, civil society and the relevant government authorities
• Technically lead junior advisors and admin colleagues to support partnership
• and programme implementation
• Drive procurement processes, including ToR and budget development, and
• contract management.
• Leading in partnership knowledge management as well as good public
• relations and documentation, both in Uganda and in cooperation with GIZ
• Headquarters
• Implement monitoring, evaluation, communication and reporting activities for the partnership

The Water Resources Advisor performs the following tasks
B. Specific Tasks

• Coordination and advising the partners
• Develop and implement partnership and work plans as well as activities in close
• consultation with counterparts .
• Contribute to the preparation and implementation of workshops, seminars and other
• events on issues connected to the Partnership
• Provide technical oversight to the implementation of Financing Agreements as well
• as large-scale international service and national contracts, incl. budget monitoring
• Assist with general project planning and develop concepts including preparation,
• organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and
• documentation

Networking, cooperation, communication
Support cooperation, regular contact and dialogue with partners, local communities, relevant organizations, non-governmental agencies and individuals in the project/ programme environment and with other projects to improve and maintain good working relationships
• Encourage the sharing of ideas and information for the benefit of the project/
programme. Ensures that Lessons learnt are widely shared.
• Ensure knowledge transfer to project/programme and institutionalization within
partner institutions.
• Draw up reports and presentation and contribute to the programme's website and
twitter account
• Prepare appropriate input for various project/programme reports including annual
reports as required by the Country
•Coordinator and GIZ Head Office Coordinate relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organizational aspects.
• Support technical coordination and reporting within Natures Global working groups.

C. Required qualifications, competencies and experience
Qualifications

• Master's Degree in technical sciences/engineering (water resources, environmental
science, climate change), social sciences (urban planning, political sciences, international relations) or related field

Professional experience
• At least 5 years of relevant professional working experience within the water
resources and/or urban environment planning sector, strong relationship management and business engagement skills as well as working experience in public-private partnerships
• Experience in working with Non-Governmental Organisations, international
organisations and/or donor agencies.
• Excellent organizational and analytical skills and ability to work well under pressure
and with minimal supervision
• Excellent communication skills and the ability to mediate between conflicting
interests
• Experience in working with Government agencies or local government
• Practical experience in environmental/ water/ land resource management in
Uganda or East Africa together with a good understanding of stakeholders in the water and environment sector specifically in the urban context.
• Experience relevant to flood risk management and fields required for the implementation of urban blue-green flood resilience solutions would be an added advantage.
