Project Overview:
University Research Co., LLC (URC) is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. URC is seeking qualified candidates to fill the following positions at the Jinja town and district-based offices.

Job Purpose:
The USAID RHITES-EC Health Systems Strengthening Adviser will spearhead efforts aiming at strengthening the integrated approach between different project components towards sustained high quality MCH, CH, FP, Nutrition HIV/AIDS and TB services in supported health facilities in 12 districts of East Central region. Additionally, the Health Systems Strengthening Adviser will directly lead the HRH component of the project and work with the Ministry of Health, Districts and partners to strengthen human resources management and capacity building to create a qualified, motivated and sustainable workforce at RHITES-EC supported sites.

Roles & Responsibilities:
• Designing and developing workload-based projections of future staffing needs to inform rationalization process. This includes identifying and helping document QI initiatives towards streamlined services including patient flow, integrated services, and task shifting.
• Developing and following up on human resources capacity development plans for each hospital.
• Developing and implementing a human resources capacity sustainability plan for RHITES-EC. Specifically, the HSS Adviser will work with MOH, Districts and other stakeholders to ensure the supported positions are transitioned to Districts/MOH with minimal interruption of service delivery.
• Contribute to the documentation of successful implementation of project supported other health systems strengthening activities (service delivery, information, medicines, financing and governance).
• Ensure coordination and collaboration with other USAID Uganda cooperating agencies, Government of Uganda, District Local Governments, and community-level programs as appropriate to promote innovative HR policy ideas at institutional and national levels.
• Ensure timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines.
• Directly supervise capacity building and help document quality improvement activities
• Actively participate in work planning process, reporting on program activities and achievement of performance milestones.
• Participate in HRH reporting including PEPFAR Expenditure reporting
• Participate in capacity building activities for the local transition award
• Perform other duties as assigned by the Chief of Party.

Required Experience & Qualifications:
• Master’s Degree (minimum) in Public Health, Health Management, or another relevant field.
• 8 years of professional work experience in Health Service Delivery, Health Communications, and health systems strengthening with experience at community-level (experience with community health workers is an added advantage),
• Experience in implementation of HRH activities at district and community level including WISIN methodology, HRIS and performance management.
• Broad working knowledge of national and community structures and cultural practices in East central Uganda is essential.
• High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
• Excellent organizational, analytical, and problem-solving skills and oral and written communication skills in English.
• Previous experience working on US government programs will be considered an asset.
• Demonstrated capacity to manage for results.

Desired Experience & Qualifications:
• Experience with USAID, PEPFAR and or other donor projects.
• Experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders.
• Experience working within Uganda is strongly preferred.
