Deputy Programme Manager West Nile Programme
ZOA Uganda
ZOA Uganda is working in three different regions, West Nile, Acholi and Karamoja. In the West Nile Region, ZOA works on relief and recovery with refugees from South Sudan and DRC and Uganda host communities. In Acholi and Karamoja Region, ZOA works on recovery with former internally displaced people. Working in close cooperation with the communities we serve, our goal is to create viable impact.
ZOA is working in Uganda in the sectors Food security and livelihood, Land rights and Peacebuilding and Primary Education. In 2020, ZOA was able to support 71,981 direct beneficiaries and their families within these projects.
ZOA’s programme in the West Nile Region
With more than 1 million refugees from mainly South Sudan and the Democratic Republic of Congo, Uganda is the largest refugee hosting country on the African continent. ZOA responds in West Nile to urgent Food Security, Livelihoods, Land Rights, Peace Building and Education needs of both refugees and host communities in close collaboration with the Ugandan government and other partners. The West Nile programme has around 60 staff who work in different districts at 2 offices.
Your challenge
The Deputy Programme Manager (DPGM) West Nile is responsible for the realisation of project and programmatic goals within ZOA determined by internal and external preconditions in West Nile.

Your main tasks and responsibilities
Leadership and integral management responsibility of specified aspects of the ZOA organisation in West Nile, Uganda, in coordination with the Programme Manager (PGM).
The PGM and DPGM will agree the breakdown of roles and responsibilities for projects and support areas between them. This overview will be maintained by the PGM and updated at least every 6 months, reviewed with the Country Director, and communicated to the Uganda MT and West Nile team.
Leadership of programme
• Responsible for ZOA activities within West Nile within specified projects and support areas, as above;
• Spiritual oversight and Christian leadership of the ZOA team in West Nile;
• Participation in country wide programme and knowledge development for specified sectors/projects, as above;
• Implementing and strategic partnership engagement at programme level relevant to areas of responsibility and in coordination with the PGM;
• Gender and conflict sensitive approach to team management and project activities under her/his responsibility.
Programme Management
• Supporting the PGM in the development of the Programme plan and annual planning for the respective programme area, with annual review of needs for changes, based on ongoing context analysis and results of annual programme review;
For specific projects within the DPGM portfolio
• Planning, implementation, and monitoring of project activities as approved by donors with the corresponding project budget planning; Liaison with Programmes team (led by Manager Programme Quality) and relevant sector advisors in Kampala and the Netherlands, to ensure programme quality;
• Project Cycle management, including needs assessments, formulation of concept notes and proposals and budget;
• Reporting – monthly and quarterly activity and financial reporting, including realization of activities versus budget utilisation; (Providing input to) narrative and financial donor reporting;
• Quarterly and annual review of progress towards programme objectives and outcomes – contributing to quarterly and annual reports;
• Initiating and maintaining effective working relations with relevant stakeholders at programme area level;
HR/admin/finance
• Budget owner for projects implemented in programme area;
• Approval of expenditures and related cost allocations, on the basis of approved project and programme organisation budgets;
• Human Resource Management (at individual- and team level) for project staff within specified projects, and for specific support staff (to be confirmed with PGM);
• Supervision and periodical evaluation of the performance of the members of the team, according to HR procedures;
• Implementation and monitoring of financial, personnel and security policies and procedures;
• In collaboration with the Manager of Operations, prepare and process the allocation of indirect costs to project budgets.
Security
• Support the PGM in regular analysis on security context and risks pertaining to ZOA programme, and updates on security plans, in line with ZOA’s security management framework;
• Ensuring compliance at program level with ZOA’s security policies and procedures, including ensuring security incidents are reported using the correct reporting channels within ZOA.

• 5 years field experience in a development country;
