JOB DETAILS:
Reporting to Executive Director, the successful candidate shall head Finance & Administration Directorate and shall be required to perform the following duties;
• Contribute to the overall leadership, strategic planning and management of the Authority.
• Oversee and supervise the administrative function including, property and facility management and also human resources and accounting.
• Receive an account for funds of the Authority, monitor and control expenditure within the framework of an approved Budget.
• Responsible for planning, budgeting and monitoring of implementation of work plans of the Authority.
• Advise and assist the Executive Director on matters related to legal, Insurance and Contractual obligations.
• Prepare the Authority’s budget in conjunction with departmental heads for submission to the Board.
• Develop risk Management policies and procedures to ensure organization risks are minimized.
• Oversee all payroll functions to ensure that employees are paid in timely and accurate manner.
• Coordinate and oversee internal and External Audit
• Preparing monthly, Quarterly and annual management Accounts/reports.
• Ensuring timely procurement and payment for the goods and services provided to the Authority.
• Establish and maintain a Fixed Assets Register
• Any other duties assigned by the Executive Director.

Qualifications and experience
• Honours degree in Commerce (Accounting) or Honours degree in Business Administration (Accounting) and Honours of Science in Accounting & Finance from a recognized University.
• Masters degree in a relevant field is a must.
• Must possess a professional Qualification such as ACCA, CPA, and ICSA.
• Must be a member of the Institute of Certified Public Accountants of Uganda (ICPAU).
• Post Graduate qualification in Management or Administration is a must.
• At least eight (8) years of working experience in a reputable organization with at least three (3) years in a managerial position.
