Chemonics seeks a Director of Finance and Operations, for the Anticipated USAID Uganda Health Systems Strengthening activity (UHSS) based in Kampala, the health system through improving leadership and accountability for results in public and private health sectors at both national and local levels. The activity seeks to strengthen central -level stewardship and district level management of the health system; support initiatives that increase domestic financing for health; identify and implement interventions that increase efficient use of key health resources; and strengthen state and non-state community systems for improved quality health services.

The DFO will oversee operations for all activity offices in Uganda. This includes oversight of procurement, grants, construction, logistics, human resources, accounting and finance, and IT. This individual will be responsible for managing the contract budget and expenditures and preparing financial deliverables. S/ he will ensure funds expended are compliant with USG regulations and policies. He/she will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

Qualifications:

• Master's degree or higher in Accounting, Finance, Business Administration or a related discipline
• Minimum 10 years of relevant experience in administrative and financial management of large, complex projects of which a minimum of 8 years in the field of international development.
• Experience managing USAID or other donor- Funded development programs in Uganda preferred.
• Strong ability to collaborate and build partnerships with government of Uganda (GOU) ministries and representatives.
• Proven leadership, attention management and analytical and organizational skills required.
• Demonstrated ability in developing managing large budgets
• Familiarity with compliance to Federal Acquisition Regulations required
• Demonstrated leadership, versatility, and integrity
• Professional level of oral and written fluency in English required
• Fluency in Ugandan languages preferred
