INVITATION FOR BIDS (IFB)
FOR PROCUREMENT OF 86,400 COUNTER BOOKS
UNDER GC7/NFM4- FIRST BATCH

Procurement Reference Number: MOES/SUPLS/24-25/00064

1. The Health/HIV Unit is coordinating GF-Program in the Education Sector. The sector requests your approval for the Procurement of the first batch of 86,400 counter books for 28,800 vulnerable adolescent girls.
2. Bidding will be conducted in accordance with the Open domestic bidding method contained in the Public Procurement and Disposal of Public Assets Act, 2003 (as amended), and is open to all bidders.
3. All eligible bidders may obtain further information and inspect the bidding documents at the address given below at 7(a) from 9:00 a.m. to 4:00pm.
4. Bidding documents in English may be purchased by interested bidders on submission of a written application to the address below at 7(a) upon payment of a non-refundable fee of UGX: 100,000 (One hundred thousand Uganda Shillings only). The method of payment will be through obtaining a Bank Payment Advice Form from the cashier on fifth Floor, Room 5.04, Embassy House and pay at the designated Bank with effect from 17th April 2025. On presentation of proof of payment, bidding documents may then be collected from the Procurement and Disposal unit Room 3.7 with effect from 17th April 2025.
5. This procurement is reserved for Local and Resident Providers; Foreign Providers are not eligible to participate as per PPDA Guidelines on Reservation Schemes to promote local Content in Public Procurement 2018.
6. Bids must be delivered to the address below at 7(a) at 11:00am on 6th May 2025. All bids must be accompanied with a bid security in form of a bank guarantee as indicated in the bid document of UGX: 3,852,144. Bid security must be valid until 27/10/2025. Late bids shall be rejected. Bids will be opened in the presence of the bidders' representatives, who choose to attend bid opening.

Additional Job Description:
The Ministry of Education and Sports is procuring 86,400 counter books to support 28,800 vulnerable adolescent girls under the Global Fund Program (GC7/NFM4). This initiative aims to enhance educational access and retention for at-risk girls through the provision of essential learning materials.

Key Requirements for Bidders:

• Must be local or resident providers (foreign providers ineligible per PPDA guidelines)
• Ability to deliver high-quality counter books meeting specified standards
• Capacity to fulfill large-scale order within stipulated timeframe
• Valid bid security of UGX 3,852,144 in form of bank guarantee
